Astoreownedby a city councilor was robbed by four suspects, including two minors, who carted away P600,000 worth of merchandise at Corner Gatuslao-San Sebastian Streets, Barangay 15, Bacolod City, February 24.
Police identified the suspects as 18-year old John Francis Lingco of Barangay 35 and Rogie Flores, 18, of Barangay 16, while the names of their two minor companions – a12-year old and 16-year old – arebeing withheld by Watchmen Daily Journal. Bacolod Councilor El Cid Familiaran, owner of Portia Store, said the suspects gained entry by destroying the glass windows of the store on the second floor. He said the suspects made a human ladder and let the 12-year old boy enter the stockroom through the window. The suspects carted away 40 sacks of slippers, with 150 pairs per sack, worth P500,000 and other items. He lamented that the suspects gained entry to the building because the guard was always sleeping. In a follow-up operation, the police were able to apprehend the four suspects at their residence. THE Portia Store owned by Bacolod City Councilor El Cid Familiaran and his wife Portia located at the downtown area lost around P600,000 worth of merchandise to teenagers who entered their establishment in separate instances.
Familiaran said the suspects include a 12-year-old boy and three 18-year-olds. He filed a case against the three suspects except for the 12-year-old, he said. Advertisement The suspects, who were detained at Police Station 1, operated for a week where they carted away P500,000 worth of slippers, or 40 sacks, at 150 pairs per sack and other items. The modus operandi involved making themselves a “human ladder” and letting the 12-year-old enter the stockroom through the window. They gained entry because the building security guard was sleeping all the time, the councilor said. Familiaran said the area is well-lighted, but then the guard was not able to respond. The couple requested the police to investigate the case deeper. Familiaran said they filed a case against the suspects to teach them a lesson. Two of the suspects have been detained at the Social Development Center, which houses children and teenagers in conflict with the law. This was stressed yesterday by Bacolod Councilor El Cid Familiaran, after a public hearing on his proposed ordinance establishing guidelines governing the qualifications and procedures in the accreditation of mobilizers of localized community mortgage program (LCMP) projects of Bacolod City. The councilor pointed out that the ordinance shall be calledthe LCMP Mobilizer Accreditation Ordinance of Bacolod City. Familiaran said the purpose of the ordinance is to standardize the qualifications and procedures that may qualify non-government organizations (NGO) and civil society organizations to mobilizeprojects under the LCMP. This is to set guidelines for the LCMP, he reiterated as he cited the reports claiming that there are mobilizers who are reportedly collecting big amount of money from the community, which makes the poor residents suffer, Familiaran added. Familiaran claimed that the city government of Bacolod has 25 percent counterpart for the P50 million allocated funds from the Social Housing Finance Corporation (SHFC), which is intended for the LCMP. Familiaran saidthe program of the national government through the SHFC is intended to buy privately-owned properties to be sold to the community. Masculino Watchmen Daily Journal BACOLOD City — The Sangguniang Panlungsod (SP) here approved two resolutions seeking clarifications on transactions between the Bacolod Real Estate Development Corp. (Bredco) and the Philippine Ports Authority (PPA).
In one of the resolutions, the SP requested Bredco, operator of a private port in this city, to furnish the SP an assessment of the charges it pays the PPA. In the other resolution, the councilors requested the PPA to give them a list of the charges it imposes on Bredco and all shipping lines operating at the port. Vice Mayor Greg Gasataya said the resolutions are required for the proposed delineation of the Banago port here. Prior to their approval on Wednesday, the resolutions were referred to the committee on laws, ordinances and good government, chaired by Councilor Ana Marie Palermo, and the committee on urban development planning and government assets, chaired by Councilor El Cid Familiaran. Palermo and Familiaran’s committees were in charge of holding a series of hearings for the proposed Banago port delineation.
