A resolution requesting the Department of Social Services and Development to submit an inventory of all drug stores in Bacolod City to the Bacolod Sangguniang Panlungsod within 15 days to determine whether they are complying with R.A. 9442, was approved by the SP yesterday.
R.A. 9442 is an Act amending R.A. 7277 or the Magna Carta for Disabled Persons,” that grants discounts to persons with disabilities, and to conduct information dissemination that failure to comply with the law carries a penalty. Authored by Councilor Caesar Distrito, the resolution said Section 1 of Republic Act 9442 states that PWD’s are entitled to at least 20 percent discount for the purchase of medicines in all drugstores for their exclusive use or enjoyment. It said there are cases where some drugstores do not grant or refuse to give discounts to PWD’s which is a clear violation of the law and imposes fines ranging from P50 000 to P200,000 or an imprisonment of not less than six months but not more than two years. Such discount will greatly help PWD’s for their medication, it added. Meanwhile, the SP also approved a resolution urging the City Planning and Development Office Plans and Programs Division, through the Office of the Mayor to come up with the latest State of the Environment Report for Bacolod City. Authored by Councilor El Cid Familiaran, the resolution said one of the pressing global concerns which caught the country and most of the local governments (including Bacolod) unprepared is the issue on environment. It has been observed that despite numerous resolutions and ordinances passed by the SP to such pressing issue, concerned city offices have not provided the SP of the recent pertinent baseline data on what really is the present situation of the city’s environment, it said. The Sangguniang Panlungsod has approved in yesterday’s session the resolution authored by Councilor El Cid Familiaran urging the City Development and Planning Office through its Officer-in-Charge Gloria Arguelles, through the Office of the City Mayor, to come up with the latest environment status of the city.

The ordinance prohibiting the use of plastic bags was re-introduced by Ang after the Bacolod Sangguniang Panlungsod failed to pass it on final reading, since some councilors wanted a separate ordinance for the use of Styrofoam. Ang yesterday recalled that the plastic ordinance was approved unanimously on second reading. However, on the third and final reading, which is only the reading of the title, it was not passed since only five councilors voted in favor of it, four objected and three abstained, she said. She said it is ironic that other local governments, who only copied the draft of her plastic ordinance during a legislative competence Upgrading seminar she had attended, have their ordinances already approved. Meanwhile, the Sangguniang Panlungsod of Bacolod passed on second reading Wednesday a proposed ordinance requiring the posting of a copy of the 10 checkpoint rules outlined in the Advisory Opinion No. 1, Series of 2011 of the Department of Justice during the conduct of checkpoints by the police and other peacekeeping officers within Bacolod City. Councilor Caesar Distrito, chairman of the Committee on Laws, Ordinances and Good Government, said the proposed ordinance is based on the advisory opinion of the DOJ which sets the rules in the conduct of checkpoints by the peacekeeping officers. He said that in order to perpetuate the existence of this rules in Bacolod, it would be best that this be made an ordinance, so that the police, the Armed Forces of the Philippines and those peacekeeping officers who conduct checkpoints will be aware of these rules and the corresponding penalty if the ordinance will be violated. Distrito said the proposed ordinance will also protect the citizens from unreasonable searches and seizures following reports that some checkpoints have been used as points of thievery and extortion practiced on innocent civilians. The Negros Occidental provincial government has negotiated for the sale and lease of its 7.7 hectares for the development of an integrated mixed-use civic and commercial district that will combine the center of government with commercial and residential uses, while at the same time respecting the site’s heritage and history as the seat of power of the provincial government, the resolution authored by Councilor Sonya Verdeflor said. Such development plan is historic for the province, especially for its capital, Bacolod City, the resolution said. The SP yesterday also approved a resolution requesting the Office of the Building Official, through the Office of the Mayor, to effect the numbering of residential houses in Bacolod City as mandated by City Ordinance 336, series of 2993. This complies with City Ordinance No. 336, series of 2003, "An Ordinance regulating the numbering of residential, commercial and other buildings in the City of Bacolod." It is observed that there are a number of residential houses at the subdivisions of various categories & villages in the different barangays, which are not numbered. Familiaran said the placing of appropriate number for residential houses will not only put order in the community as well as for a barangay and city, but it will have more accessible for information and easier location for particular block &/or house. Per paragraph 4.8 of section 4 of C.O. 336, series of 2003 mandates City Building Official, with PAAD to implement the numbering of residential, as well as commercial & other buildings in the City. Canet Sun Star Bacolod An ordinance creating and institutionalizing the Bacolod City Trade and Cultural Center for Filipino-Muslim Decorative and Industrial Arts, was passed by the Bacolod Sangguniang Panlungsod on first reading Wednesday.
Authored by Councilor Sonya Verdeflor, the ordinance said Bacolod City is home for thousands of Muslim Filipino brothers, who, together with their families, have traditionally carried the rich culture and the arts of the early settlers of Southern Philippines. In spite of the important part of Southern Filipino culture and arts that they traditionally observe, Muslim Filipinos are still left with every minimal opportunities to showcase their cultural heritage, it said. Outside their territorial domain in the Southern Philippines, Bacolod City is strategically ideal to be the trade and cultural center for the promotion of Filipino-Muslim Decorative and Industrial Arts and Culture in the Visayas, the ordinance said. Its creation aims to primarily promote and showcase the rich culture and the arts of our Filipino Muslim brothers; open many opportunities to help Muslims sustain and economically prosper. Meanwhile, the SP also approved a resolution requesting Mayor Evelio Leonardia to establish a Bacolod City Training and Livelihood Development Center based on Department of Interior and Local Government memorandum circular 2007-67 and City Ordinance No. 513, Series of 2009. C.O. 513 is an ordinance creating the Bacolod City Technology and Livelihood Development Center. Authored by Councilor El Cid Familiaran, the resolution said the DILG had issued memorandum circular 2007-67 dated June 25, 2007 encouraging local governments to establish and institutionalize the Technology and Livelihood Development Centers in their areas. The establishment of the TLDC in Bacolod City will provide a venue for livelihood training and entrepreneurship development and other programs and services for the people of Bacolod for their economic upliftment, it said.*CGS Visayan Daily Star CITY Councilor El Cid Familiaran filed a resolution urging Mayor Evelio Leonardia to establish a livelihood training center in Bacolod City pursuant to an existing ordinance.
He said the city has not fully maximized the use of its human resources, thus the need for the training center.“If only the city can mobilize its idle work force and put to productive use, it is sure that change would be better for us,” he said. The Department of Interior and Local Government on June 25, 2007 had issued memorandum circular encouraging local government units to establish and institutionalize technology and livelihood development centers in their area. The previous council had passed and approved City Ordinance No. 513, which enables the establishment of the Bacolod City Technology and Livelihood Development Center (TLDC). The ordinance, authored by Councilor El Cid Familiaran and co-authored by Councilor Catalino Alisbo, said that the government is mandated by the constitution to protect and promote the right to health of the people and instill health consciousness among them… and adopt an integrated and comprehensive approach to health development. Based on this, the City Government of Bacolod should establish a health program to be known as the Botika ng Bayan, as the city’s socio economic enterprise, at the Bacolod City Health Office, where its operation, management and administration will also be held, it said. The ordinance also said that, through the Botika ng Bayan, effective and affordable medicines and other medical supplies would be available to senior citizens and Philhealth cardholders and their beneficiaries under the “Partner Pharmacy Scheme.”*CGS |
