Public Works and Highways Secretary Rogelio Singson has designated Reynaldo Venturina as officer-in-charge of the Department of Public Works and Highways – Bacolod City District Engineering Office to replace Josefino Melgar Jr.
Venturina was also directed by Singson to perform the duties and assume the responsibilities of the District Engineer of Bacolod, in Special Order No. 169, Series of 2011, dated Sept. 19. Singson also directed Melgar to report to DPWH Region VI for his new assignment, in a memorandum dated September 19. Acting Bacolod Mayor Jude Thaddeus Sayson yesterday wished Venturina good luck in his new job and requested him to coordinate with the Bacolod City Authority Office regarding road repairs being undertaken by his office. Sayson reminded Venturina that any road closure should have authority from the Bacolod Sangguniang Panlungsod as provided in the Local Government Code. Meanwhile, the SP passed a resolution urgently requesting the DPWH to stop the destruction of serviceable roads and to fast track the repair of the Sta. Fe road (Burgos Extension). Authored by Councilor Roberto Rojas, the resolution said the Sta. Fe road leads to several cemeteries, especially Rolling Hills, Greenhills and Somerset, which many people visit during All Saints Day. The resolution urged the DPWH to finish the project before November 1 to ease traffic in the area during the celebration of All Saints Day. The SP also passed another resolution requesting Singson to transfer the site of the proposed flyover from Magsaysay-Araneta streets to the junction of Lopue’s East. A resolution calling for the joint efforts of the Bacolod City Government through Mayor Evelio Leonardia and the Provincial Government through Gov. Alfredo Marañon Jr., to come up with their tourism officers, with an attractive and complete tourism promotion package for Bacolod and the province of Negros Occidental as premier tourism destination, was approved Wednesday by the Bacolod Sangguniang Panlungsod.
The resolution was authored by Councilor El Cid Familiaran and co-authored by Councilors Sonya Verdeflor, Em Ang, Archie Baribar, Catalino Alisbo, Elmer Sy, Homer Bais, Al Victor Espino and Dindo Ramos. The resolution said tourism is an indispensable and a major industry of every country, a rich source of revenues and employment that pump primes its economy. It also said the joint efforts of the Bacolod and Negros Occidental governments in coming up with an attractive and complete tourism promotion package will provide Bacolod and all component local government units in Negros Occidental with revenue and employment-generating opportunities for its constituents. Meanwhile, the SP also approved Wednesday an ordinance requiring certain measures in the sale of bullets and ammunitions of any caliber by any gun store or establishment in Bacolod City, and another ordinance regulating the possession or use of headgear, commonly known as “bonnet” or “mask.” An ordinance requiring all hospitals and similar medical clinics or institutions to post a copy of Republic Act 8344 the SP also approved. R.A. 8344 is an Act penalizing hospitals and medical clinics for refusing to administer appropriate initial medical treatment and support in emergency or serious cases, amending for the purpose of B.P. 702, or an Act prohibiting the demand of deposits or advance payments for the confinement or treatment of patients in hospitals and medical clinics in certain cases. Another ordinance approved requires all hospitals and similar medical clinics or institutions to post a copy of R.A. 9439, or an Act prohibiting the detention of patients in hospital and medical clinics on grounds of non-payment of hospital bills or medical expenses. This has to be assessed and reviewed to maximize the usefulness of the project. Relative to this, the resolution of Bacolod Councilor El Cid Familiaran was approved by members of the Sangguniang Panlungsod (SP) during the recent session, requesting Mayor Evelio Leonardia to allocate funds from the incoming 2012 annual budget of the city, for the unimplemented approved ordinances.
The unimplemented city ordinances include: City Ordinance Number 249, Series of 2000, creating a revolving fund for interim financing of land to be acquired by the associations with pending applications under the community mortgage program of the National Home Mortgage Finance Corporation, subject to conditions set herein - P30,000.00; City Ordinance 351, series of 2003, creating the council of coastal barangays (CCB) of Bacolod City, providing for its purposes, compositions and functions, and approving funds therefore - P1 million; City Ordinance 412, series of 2006, mandating the care and development of municipal waters and foreshore lands of Bacolod City, by the establishment, management and utilization of artificial reefs therein, in the context of environmental, eco-tourism and livelihood programs for coastal communities of the city of Bacolod - P200,000.00; City Ordinance 499, series of 2009, granting lifetime old age assistance in the amount of P1,000.00 monthly to the retired members of Bacolod City Police Office PNP, including the former PC-INP retirees, and providing funds thereof - P1.5 million; and other city ordinances which fund is indispensable, for the program and basic services in the barangays. Familiaran also resolved that if these and other ordinances are only properly implemented, these would have surely benefit ed the city and its people,especially the poor.Per evaluation according to Familiaran, the non-implementation of approved ordinances is due to without funding allocation from the previous years’ annual budget. While the City’s population increases vis-à-vis its development, program and services become wanting for the people especially those who have limited access to the City’s resources. But, by putting budget for these ordinances, the local government will be able to appropriately respond for the needs of the City, as well as for the services and welfare of its people. Bacolod City Vice Mayor Jude Thaddeus Sayson and Councilors El Cid Familiaran and Homer Bais joined Tinio in the inauguration and blessing of the Bacolod City Public School Teachers’ Federation (BCPSTF) building, located at Rosario-San Juan Street. “We are very happy that I have assisted and helped an organization that genuinely fights for the rights and interests of the teachers,” Tinio said. Tinio also lauded BCPSTF in its recent affiliation with the Alliance of the Concerned Teachers. He cited that among the positive results of such affiliation is the conduct of mass actions and dialogues with GSIS concerning the plight of the teachers. The Bacolod City teachers have been actively participating in the struggle for better salaries and benefits of public school teachers. With this building, the teachers will now have a venue more conducive for their trainings, meetings and conferences, Tinio added. The BSCPTF is comprised of 22 faculty clubs, 46 teachers’ leagues, seven district leagues and one teacher association or a total of 2,700 teachers in the Division of Bacolod City. Tinio also reported that he has proposed a bill (RA 2142) in Congress that will upgrade the Salary Grade 11 to Salary Grade 15, which will increase the monthly pay of the Teacher 1 from P17,000 to P25,000 per month. The bill aims to give the teachers a decent living so that they can really focus their time and effort in giving schoolchildren the needed quality public education. It has gained a lot of support - with 140 co-authors. As to their timeframe, it would be appropriate to really push for its approval next year because it will be the final implementation of the last round of the salary standardization law. It would be timely to discuss and push for this next year because they don’t want that same situation during the incumbency of former President Arroyo that from 2001 to 2006, the teachers did not enjoy any salary increase, Tinio said. Canet Sun Star Bacolod A resolution requesting the Office of the Philippine Embassy in Kuwait, the Overseas Workers Welfare Administration, the Philippine Overseas Employment Administration to investigate and inform the city regarding the case of a Bacoleña reportedly facing a case in a Kuwait Court, was approved by the Bacolod Sangguniang Panlungsod yesterday.
The resolution authored by Councilor Caesar Distrito, said Melvie Palma has no longer communicated with her family for seven months. It said Palma left for Kuwait on April 14, 2010 to work as a housekeeper to an Arab family. She has informed her family and her sister-in-law, Nenita Palma, that her employer was very strict and cruel. Melvie last called her family on February 2011 and told them she was staying in the Philippine Embassy in Kuwait after she ran away from her employer who filed theft charges against her, it said. The resolution said Melvie’s mother was suffering from cancer at that time and was very worried about her daughter. It also said that on July 24, 2011, the mother died and since then Melvie was not able to communicate with her family, who went to OWWA-Bacolod several times to ask for updates or any information regarding her, but until now they have not received any, the resolution said. Meanwhile, the SP approved yesterday an ordinance prohibiting the use of cellular telephones, operation of load centers or any business of similar nature within the premises of gasoline/fuel stations or depots in Bacolod City. Authored by Councilor El Cid Familiaran, the ordinance said there is a need for Bacolod City to take precautionary steps through a policy measure passed by the SP to avoid accident or incidents caused by improper use of cellular phones within the premises of gasoline stations or depots. The area is part of the watershed of Bacolod City Water District (BACIWA), which supplies water to the residents of Bacolod City. The reforestation drive was a joint endeavor with BACIWA through GM Atty Julie Ann Carbon; Mr. Glenn de Guzman, Glen, students of USLS, Lions Club, and other civic organizations, and other groups. This is among the series of responses of the concerned local civic organizations to the threat and danger to our environment. These civic duties of the students & civic leaders led by Councilor Familiaran if back up by proper resources will ameliorate the environment and sustained water supply for several cities and municipalities in Negros Occidental, especially Bacolod City, considering that the area being reforest is part of the watershed of BACIWA to ensure its water supply for its concessionaires. Previously, concerned for the degradation of our environment, Councilor Familiaran sponsored the Bacolod City Ordinance # 533, series of 2011, "An Ordinance Institutionalizing Arbor Day in the City of Bacolod, Ejoining Participation of Everybody Thereof, and Requiring City Scholars/Summer Jobber Students and Students of the Bacolod City College to Plant at Least Ten(10) Seedlings Every Year."* Edith B. Colmo Negros Daily Bulletin Members of Sangguniang Panlungsod of Bacolod city have approved the resolution authored by Councilor El Cid Familiaran during the mid-week session, requesting Mayor Evelio Leonardia to fully implement the Bacolod Environment Code.
Familiaran said, one of the few laudable legislations which was approved by the Sangguniang Panlungsod and, until now remains to be valid and considered to put order in the City’s environment and sanitation had it was given seriousness, fully implemented and enforced by the executive arm of the City, is the Environment Code of Bacolod City passed by the Honorable, August Body in 2002. He also said, “if one will just scan this noble document, he/she will find out that this piece of legislation is so complete that encompasses and touches all concerns on environment, be it land, water and air. Also, it is noticed that all national and local environmental laws, including previous issued Presidential Proclamations and decrees and Rules & Regulations were likewise codified into one with this Code.” Records show the following ordinances under this Code, wanting and now reiterating request to the Executive Office for implementation: a. Colmo Negros Daily Bulletin The Bacolod Sangguniang Panlungsod has approved the preliminary approval and locational clearance for the Granada-Vista Alegre relocation site II in Bacolod City to develop the area for the city city’s informal settlers.
Councilor Caesar Distrito, chairman of the SP Committee on Urban Planning and Development, recommended the clearance and said the move is much awaited since many residents of the city, whose houses were demolished need to be relocated in the area. Those who voted for the approval of the locational clearance were Councilors Homer Bais, Roberto Rojas, Em Ang, Mona Dia Jardin, Al Victor Espino and Carl Lopez, while those who abstained were Councilors Archie Baribar, Sonya Verdeflor, El Cid Familiaran and Catalino Alisbo. Distrito said that, based on the certification issued by the City Planning and Development Office, the property with an area of 586, 681 sq. meters, was zonified as residential zone based on City Ordinance 216, Series of 1998. He said the Housing and Land Use Regulatory Board also issued Resolution 717 dated March 20, 2002 that the property is classified for future urban use and conforms with the Comprehensive Land Use Plan of the City of Bacolod. Meanwhile, the SP approved on second reading the proposed ordinance of Distrito to enforce a mandatory provision of the law providing hospitalization and accident life insurance for barangay workers, a press release from City Hall said.*CGS |
