The Bacolod City Police Office (BCPO) will strictly impose the ban on alcoholic drinks, gambling and carrying firearms and deadly weapons inside cemeteries in this city on November 1 and 2, or All Saints and All Souls’ Day, respectively.
BCPO Chief Senior Supt. Celestino Guara yesterday said he has instructed all policemen to strictly enforce the "No liquor, no gambling and no deadly weapon" policy inside the public cemeteries this Monday and Tuesday. The ban is enforced through a resolution, authored by Bacolod Councilor El Cid Familiaran and approved by the Sangguniang Panlungsod, which calls on police visibility in public cemeteries. Liquors, gambling and carrying of d0eadly weapons are rampant in public cemeteries, thus the ban on these should be strictly enforced to help maintain peace and order in cemeteries, the resolution said. To further ensure peace and order in the cemeteries, a traffic rerouting plan will be implemented starting Monday, Chief Inspector Levy Pangue, head of Traffic Management Unit, said. The road from Burgos - Lopue’s East up to corner Homesite that leads to the Burgos Public Cemetery will be considered a "one-way-traffic." Motorists from the east passing the Rolling Hills Memorial Park should turn right at Corner Homesite and down to their respective destinations, he said. Traffic rerouting at Burgos Public Cemetery will only be on Monday while rerouting at the Rolling Hills Memorial Park will be on Monday and Tuesday, he said. He called on motorists to park their vehicles not too close to the gates of the cemeteries to avoid traffic jams. There will be 120 traffic enforcers who will be dispatched in public cemeteries around Bacolod to maintain the orderly flow of traffic, he said. He added they will establish a Public Assistance Center in cemeteries to cater to the queries of residents particularly on traffic. AS THE country observes All Souls’ Day and All Saints’ Day on November 1 and 2, Bacolod City police chief Celestino Guara reminded people who will go to cemeteries to observe some restrictions.

AS REQUESTED, the Bacolod City Police Office gave the City Council a copy of the list of apprehensions regarding its campaign against illegal gambling under Republic Act 9287.
There are reports that the apprehensions were more on those playing "tong its" than the jai alai, which has been reported rampant in most of Bacolod's barangays. Bacolod City Police Director Celestino Guara Jr. submitted the list of their apprehensions and the violators who were caught playing "tong its," tumbo and jai alai starting June to October 11, 2010. Cases have already been filed against the violators. The City Council requested for the report from the BCPO after it received information on allegedly rampant illegal gambling in some barangays in Bacolod City. The City Police Office has been directed by Mayor Evelio R. Leonardia to do their job in apprehending the illegal gambling operators. Councilor Homer Bais also asked Guara to provide them a list of those they apprehended because of jai alai. Councilor El Cid Familiaran, City Council Chairman of the Committee on Police, Security and Jail Management will propose a resolution to request the Criminal Investigation and Detection Group and the National Bureau of Investigation (NBI) - through Police Inspector Benjamin B. Doctors’ findings show that few of the causes of such ailment is due to improper washing of hands by before and after eating while in school, without proper provision by concerned authorities the potable supply of water and inadequate supply of water for washing, drinking and flushing the toilets.
Whereas, Coun. El Cid Familiaran stressed that in order to preserve and maintain sanitation of any place, especially public areas such as schools, where children and students of different ages from various classes and supply of potable water, is indispensable for their washing/drinking and flushing of toilets and comfort rooms. Considering this scenario, Coun. Familiaran said, there is a need for the City to take cognizance to this concern, in order to protect and safeguard the children, students and other members of the communities from such diseases. One effective approach to minimize such ailments, is to insure that water supplies in all public and elementary schools are properly provided by making sure that pipes and/or connections thereof are in place and functional. Therefore, Coun. Familiaran will request the City Engineer’s Office through the office of the city mayor, to check all waterpipes used to provide potable and drinking water to all public elementary and high schools, and make sure that all stated schools are amply provided with potable water supply.* Relative to the implementing rules on the proposal of Sec. There are 4.2 million families nationwide who are supposed beneficiaries of the CCT, who are located in the towns and barangays. This is to ensure the attendance of children in schools, and sent the mothers to health centers for regular check up. Thus, Coun. Familiaran said, it would be proper, prudent and pressing for the city as local government unit to be prepared that whenever such proposal is approved, the city, through the DSWD is ready to implement the programs as mandated through CCT. The program referred to by DSWD involving the school children and mothers, is the 4 Ps - Pantawid Pamilyang Pilipino Program, wherein the beneficiaries are poor families in the urban and rural communities, whose income is less than P3,000.00, with 5 or more children who are schooling. Every child is given monthly P300.00 for school supplies, and P500.00 for mothers particularly those who are lactating or pregnant. That they must have regular check up with the doctor. An ordinance creating, establishing and developing local economic enterprise to be represented separately under the General Fund Budget of the City of Bacolod, was passed on first reading Wednesday by the Bacolod Sangguniang Panlungsod.
The ordinance, proposed by Councilor Caesar Distrito, said there is a need to create and establish local economic enterprises for several offices and departments of the city to identify them as earning and revenue-generating agencies. Considering that these offices are earning on their own, it would be reasonable for their personnel to be exempted from the mandatory salary-cap ceiling as required by law, thus, the city could hire needed personnel without such limitation, it said. The Local Government Code clearly provides the legal basis for the creation, establishment and development of economic enterprise, it added. The proposed ordinance covers the City Cooperative and Livelihood Office, Bacolod City College, Bacolod Housing Authority Office, City Veterinary Office, and the operation of markets. All canteens and food courts operated by the city government, including those within the perimeters of the Bacolod City Government Center, will be considered and identified as local economic enterprises, the proposed ordinance said. The resolution, authored by Councilor El Cid Familiaran, SP Chairman on Police, Security, and Jail Management, states that once more, Filipinos will be remembering and honoring their loved ones, who have gone ahead a week from now and this will make the public and private cemeteries congested. Familiaran said that in previous years, people had solemnly and sacredly observed the occasion but recently, others seem to treat All Souls Day as a venue to gamble and get drunk.
