The Bacolod Sangguniang Panlungsod approved Wednesday the request of Mayor Evelio Leonardia for an appropriation ordinance covering the productivity enhancement incentives of about 2,000 regular employees of the city at P20,000 each.
The total amount approved by the SP was P39 million and includes the P23 million for the PEI of regular employees. Acting Vice Mayor El Cid Familiaran yesterday said the amount was taken from the various savings of personal services accounts. Leonardia said this means that on top of the P3,000 given to the employees in the middle of the year, they will receive P20,000 each in December, or a total of P23,000 for this year. For the record, in 2010 they were given P15,500 and in 2011, P16,000, he said. Leonardia said this year, the regular employees will receive P23,000 each, on top of the P40 million salary increase as mandated by the Salary Standardization Law, he said. “We will only disburse the amount subject to the guidelines of the Department of Budget and Management or Malacañang because as of the moment, we have not yet received any,” Leonardia said. As had been practiced in the past, this usually comes in December, he said. Leonardia said that, unfortunately, the job order casual employees are not covered and this has always been a source of resentment, but it is a reality they have to face.

An ordinance increasing the allowance of barangay health workers in Bacolod City, was approved on first reading Wednesday by the Bacolod Sangguniang Panlungsod.
Authored by Councilor El Cid Familiaran, the ordinance said it is the policy of the city to provide living wages to its employees, extend and/or increase allowance of its barangay health workers and provide them incentives as they often perform hazardous work. The ordinance said that although each BHW is already provided a monthly allowance of P2,000, the amount Is not even enough for their fare and other exigencies while performing their daily tasks, which at times is even voluntary. It said the city should allocate funds for the increase of the monthly allowance of the BHW from P2,000 to P3,000 per month. The SP also approved on first reading an ordinance designating a permanent festival site at the Bacolod City Reclamation Area for the MassKara Festival celebration, which will be known as “MassKara City.” Authored by Councilor Sonya Verdeflor, the ordinance provides for the creation of a MassKara City Development Committee to plan and establish the sustainable operation of the MassKara City. The ordinance said that in order to establishment the MassKara City, the city government of Bacolod should appropriate an initial P20 million to be taken from the general fund. Meanwhile, the SP also approved a resolution authored by Councilor Em Legaspi-Ang declaring the observance of the 16 days of activism against violence against women from November 25 to December 10. BY CHRYSEE SAMILLANO The Visayan Daily Star Bacolod City will become a learning area for other local government units for the Localization of the Comprehensive National Juvenile Intervention Program after being chosen as one of the pilot areas, Leocadio Trovela, assistant director of Interior and Local Government-Central Office, said yesterday.
Trovela said Bacolod is among the six cities as pilot areas for the program, and the role of these cities is critical because of the upscaling that will happen nationwide. This is because other LGU’s will rely on the experience of these cities in the implementation of comprehensive juvenile intervention programs. He said all these pilot cities are recipients of the Seal of Good Housekeeping and most are recipients of the Most Child-Friendly award, and Bacolod has been a regional winner ever since. These cities are also strong in terms of their child protection programs, Trovela added. He also said this is a project of the Department of Justice and the DILG is the chairman of the technical working group on Localization. The program was centralized during the term of the late DILG Secretary Jessie Robredo, he said. Bacolod Mayor Leonardia signed a memorandum of agreement yesterday covering the participation of Bacolod City as a pilot area for the program in the presence of members of the technical working group of the Juvenile Justice and Welfare Council. Leonardia said, “We have to assure our benefactors that we have a city that is very conscious of the welfare of its children. And we are, in fact, very flattered, very proud and inspired, that you have chosen us among the few model areas where you will implement this program.” He also said that this brings some kind of pressure that they have to live up to, to meet the expectations of their benefactors. The program aims to develop community-based programs for intervention, diversion and rehabilitation; development of new social technologies; and enhancement of existing programs and strategies, in handling children in conflict with the law (CICLs). Trovela said other pilot cities are Caloocan in the National Capital Region, Naga City, Vicente Sagon in Zamboanga and La Trinidad in Benguet. BY CHRYSEE SAMILLANO THE VISAYAN DAILY STAR THE City Council approved an ordinance that amends the provisions of the condonation program of Bacolod City for the public market and manokan country stall/block occupants last November 7.
The ordinance amended Section 3 and Section 5 of City Ordinance 589, series of 2012, which changed the terms of payment for those who availed of the condonation program of the city. In the recently approved ordinance, stall/block occupants with principal dues ranging from P200,001 and above shall have the option to pay it at the maximum of 72 months, instead of the 36 months previously provided in City Ordinance 589. "This ordinance is the answer to the request of the Manokan Country block occupants who appealed to the Sangguniang Panlungsod (City Council) to increase the monthly term to 72 months," said Councilor Caesar Distrito, author of the ordinance. "Manokan Country occupants are paying much higher rental than those in the public markets, so they really made the effort to make an appeal to the Sanggunian and fortunately, the other members of the City Council agreed to our proposal of increasing the monthly term for those with dues of P200,001 and above," Councilor Distrito added. During the public hearing conducted also by Councilor Distrito, as chairman of the City Council committee on markets and slaughterhouse, Manokan Country occupants assured that they will promptly and religiously pay their dues when the term will be increased to 72 months. Councilor Distrito clarified that the increase to 72 months is not only good to the Manokan Country occupants but also for those occupants in the public markets with dues of over P200,000. Provided also in the ordinance is another extension of 30 days for the occupants to apply for the condonation program. CAÑet SUN STAR BACOLOD An ordinance establishing the Botika ng Bayan under the socio-economic enterprise unit of the Bacolod City government, was passed on third and final reading yesterday by the Bacolod Sangguniang Panlungsod.
The ordinance, authored by Councilor El Cid Familiaran and co-authored by Councilor Catalino Alisbo, said that following its constitutional mandate, Bacolod will establish a health program which will be known asthe “Botika ng Bayan”. The pharmacy will be put up at the Bacolod City Health Office compound, the ordinance said. The ordinance aims to provide a system of refund or discount for senior citizens and Philhealth cardholders and their beneficiaries who are admitted or confined at public or private hospitals. Familiaran stated in his resolution that recently, the Sangguniang Panlungsod passed City Ordinance No. 593, Series of 2012, "An Ordinance Establishing a Comprehensive, Sustainable Development Program for Shelter Services & Poverty Alleviation of Informal Settlers in Bacolod City," with the objective of addressing the shelter need of informal settler families of Bacolod City. For such, local law mandates for the City to take an action which would respond to the backlog of the Citys housing needs. Other instituted mechanisms in the ordinance is for the City to have a joint venture undertaking with private businesses, such as to partner with Social Housing Finance Corporation(SHFC) in order for the City to properly address the housing backlog through Localized Community Mortgage Program (LCMP). He said he saw the need to put up a pharmacy in the city, as senior citizens could not avail of the 20 percent discount in medicines from regular drug stores. Pharmaceuticals could not grant the 20 percent discount to senior citizens, as their profit is only pegged at 10 percent, he added. Philippine Health Insurance Corporation (PhilHealth) has a program called “Partner Pharmacy Scheme” wherein the Botika ng Bayan will enter into a memorandum of agreement (MOA) with the hospital providing that the Botika ng Bayan will provide medicines and medical supplies to patients who are PhilHealth members. “Medicines, oxygen, dextrose, among others, up to the maximum amount that is being allowed by PhilHealth to its members. Then the PhilHealth will pay directly to the pharmacy just like the Lying-in Clinic of the city,” he said. With this scheme, each councilor that has a Philippine Amusement and Gaming Corp. (Pagcor) share can put up a budget of P5,000 each. Each councilor can issue an advice to the hospital that these patients can avail of medical assistance wherein they can get medicines from the Botika ng Bayan, he said. It will be easier and more systematic to help those in need of medical assistance, he said. CARLA CANET SUN STAR BACOLOD Businessman in Bacolod, including incoming investors intending to trade the city, are assured of their safety, Councilor El Cid Familiaran, chairman, committee on police security and jail management of the Sangguniang Panlungsod, yesterday said. This came in the heels of alarm sounded off by the business groups following the recent killings that took place in Bacolod, including the lawyer businessman Johnny Chua, owner of East View Hotel, and the murder of Raymond "Small Boy" Longno who had been tagged as hired gun. "Bacolod City is generally peaceful," Familiaran assured, adding that his committee is working with attached government agencies to ensure peace and order in the city. He said what whether or not statistics on crime against person or property decline, these things still matter, most especially when cases are unsolved. "I urged the concerned agencies to resolve these pending cases because this is the only way you can regain the trust confidence, not only of the business sector, but most especiall of your constituents," the legislator explained. Police reports had indicated that Chua's assassination was well-planned, and the murder of Longno, alleged killer, led to their declaration that the murder is a "closed case,"
MISSING LINKS Familiaran, however, stressed that Senior Supt. Ricardo de la Paz, director of the Bacolod City Police Office, should resolve the missing links in the case puzzle. "These missing peices in the puzzle are the pending questions of who hired Raymond "Small Boy" Longno to assassinate Atty. Chua, and later ordered the killer's termination ,"he theorized. REQUIRING CCTVs IN BUSINESSES Although inclined with the proposal of the police in requiring business establishments to install closed-circuit television (CCTV) cameras, Familiaran said their establishments," Familiaran said. He added that there must be a law or a guidelin, such as a business should have the capital coveage of at least P3-5 million, because owners of small scale business like sari-sari stores can't afford to install security cameras. In the PNP proposal, all business establishments nationwide should install CCTV security systems. LOCAL ORDINANCE Familiaran said an ordinance authored by Councilor Archie Baribar, which is similar to PNP's proposal, has long been passed in the Sangguniang Panlungsod. The ordinance requires all banks and other financial institutions, as well a certain business establishments within Bacolod City, to install CCTVs within their premises. The installation of the CCTV device will required Business Permits for new businesses.
