Yesterday was the final session of the Bacolod City councilors for this term which officially ends June 30.
Reelectionists who did not make were absent from the session. They were councilors Wilson "Jun" Gamboa, Jocelle Batapa-Sigue, and Celia Flor. However, the graduating councilors present at the session appeared emotional as they delivered their privilege speeches. Councilor Homer Bais sponsored a resolution expressing gratitude to out-going councilors: Alex Paglumotan, Dr. Napoleon Cor-dova, Dr. Reynold Iledan, including those who were absent - Councilors Flor, Gamboa and Batapa-Sigue. Vice Mayor Thaddy Say-son gave them plaques of appreciation to express gratitude, utmost respect and recognition, having rendered unselfish dedication and commitment, outstanding and exemplary performance and dispensation of tasks, duties and responsibilities in the name of public service. Vice Mayor Sayson said he has mixed feelings. Sad because the body will lose dedicated legislators. And happy because they will be facing new challenges for another page of legislation. Supposedly, the new set of councilors will meet on Wednesday, June 30, but it was declared a holiday, so their session will be set on Friday, July 2. They new set of councilors are El Cid Familiaran, Em Ang, Elmer Sy, Archie Baribar, Sonia Verdeflor, Carl Lopez, Dindo Ramos, Bobby Rojas, Homer Bais, Al Espino, Catalino Alisbo, Diosdado Valenzuela, and Keven Ramos. At the meeting on Friday, Sayson said, the new councilors will take up committee assignments. There are 29 committees to be handled by the councilors. Each of them for sure will chair at least two committees, Sayson disclosed.*

Bacolod Election Officer Ryan Castro yesterday called on all local candidates in Bacolod City who have not yet filed their Sworn Statement of Election Contributions and Expenditures to do so on or before the new deadline set by the Commission on Elections on June 24, 2010.
Castro said the deadline for the filing of statements of winning and losing candidates and political parties who took part in the May 10 elections was Wednesday under COMELEC Resolution 8944. But Commissioner Rene Sarmiento said the election body has granted a petition by the party list group Akbayan Citizen’s Party 15 more days to file their statements, he said. Castro said the COMELEC granted the petition and the decision was to give all other candidates extension also until June 24 to file their statement of contributions and expenditures. He said winning candidates who fail to file their statement cannot assume duty as the proclaimed candidate, according to Section 17 of COMELEC Resolution 8944. Those who fail to file their statements on time and those who do not file at all, will be meted administrative fines ranging from P1,000 to P30,000 at the discretion of the COMELEC, Castro said. The fines will increase from P2,000-P50,000 for those who continue to violate such requirement for several elections, he said, adding that it is very likely that they cannot seek an elective post in the next elections. Castro said there are three congressional candidates, one mayoralty, one vice mayoralty candidate, and 19 candidates for councilors who have not filed their statements as of yesterday. He asked them to comply with the requirements by submitting their statements as soon as possible on or before June 24. Lawyer Nilo Alejandrino, council secretary, said the two sessions are scheduled on June 15 and June 23, 2010. Outgoing Councilors Greg Gasataya and Reynold Iledan (graduating councilors) and those who lost in the May 10, 2010 elections, namely lawyer Jocelle Batapa-Sigue, Wilson Gamboa Jr., Alex Paglomutan and Celia Flor, will deliver their respective speeches before the august body on June 23. The agenda includes the adoption of the internal rules and the nomination and election of the Floor Leader and the 24 standing committees of the council. Newcomers have already requested his office for a copy of the Internal Rules for their advance study, Alejandrino said. Vice Mayor Jude Thaddeus Sayson, Department of Interior and Local Government (DILG) official, will brief the new members of the City Council regarding the legislative matters. The room assignment will depend with the vice mayor as it will be based on the ranking of each council member. Each councilor is allowed to have three technical assistants with 28 casual employees under its budget. The elected-legislator could only request for additional casual employees from the City's Chief Executive. Moreover, each councilor is given P20,000 Pagcor funds every month and the mode of disposal is discretional on their part. But most of the Pagcor funds go to financial assistance, Alejandrino said. The new set of city councilors includes El Cid Familiaran, Homer Bais, Archie Baribar, Roberto Rojas, Catalino Alisbo, Em Legaspi-Ang, Dindo Ramos, Elmer Sy, Sonya Verdeflor, Al Victor Espino, Caezar Distrito and Carlos Jose Lopez. Canet) NEGROS Occidental Governor-elect Alfredo "Freddie" Maranon Jr. was among the candidates who beat Wednesday’s deadline for filing of Statement of Expenditures at the Commission on Elections (Comelec) Provincial Office.
Based on his election expenses report, Marañon spent P1,980,764 during the May 10 polls, the biggest so far of all the candidates in the province. Maranon's running mate Vice Governor-elect Genaro "Lim-ao" Alvarez spent P362,164.11. Provincial Comelec Supervisor, lawyer Jessie Suarez, said those who fail to file their statements on time have to pay fines of P1,000 to P30,000 and eventually face charges for committing an election offense that is punishable by one to six years imprisonment. Those who won the elections may also be barred to assume office if they fail to submit their election expenses report. Third district Congressman-elect Albee Benitez, meanwhile, spent P615,646.90.
