The Sangguniang Panlungsod of Bacolod had approved a resolution requesting the Technical Education and Skills Development Authority (TESDA) in Negros Occidental to extend appropriate training for parents or guardians waiting for their children in schools.
According to Councilor El Cid Familiaran, author of the resolution, the request was coursed through TESDA provincial director Lorena Yonque. In his observation, Familiaran said most parents are staying for three to four hours waiting in school premises until the dismissal from classes of their children, thus, the need for the training. “Instead of waiting and doing nothing, we requested to provide training to the parents and guardians,” Familiaran said. The resolution states that in order to fulfill the thrust of the government to provide opportunities for ordinary people, using idle time of these parents and guardians to avail of technical and capacity building is feasible. It added that the assistance of TESDA is absolute necessary to the parents and guardians to have an appropriate training or capacity-building. Mayoralty candidate, former Congressman Monico Puentevella has offered Bacoleños a possible glimpse of his City Council ticket for the coming 2013 election, but left out his choice for the vice-mayoralty candidate still open.
Among those he mentioned as possible candidates for councilors under his coalition ticket were former Councilor Jocelle Batapa Sigue; Liberal Party (LP); prominent Bacolod lawyer Andres Hagad; former DILG Regional Director Lyzander "Bong" Dilag of the PDP-Laban-Bacolod; Ann Marie Palermo his former bet for vice-mayor of Bacolod during the last election; former Councilor Wilson "Jun" Gamboa Jr. of the NP; Frank Carbon of the Metro-Bacolod Chamber of Commerce and Industry (MBCCI); and to round up his bets, he said he was still convincing a young lawyer to join his team. The so-called First Five or at least four of them whose terms allow them still to run for councilors, Elcid Familiaran, Archie Baribar, Sonya Verdeflor and Elmer Sy, all incumbents, to make up his team. Puentevella, however, deigned to name his vice-mayoralty bet, as it is contested among three possible candidates, businessman Vladimir Gonzalez, incumbent Councilor Archie Baribar and former Councilor and Vice-Mayor Renecito Novero. Puentevella hinted that he might name his vice-mayoralty bet before the period for the filing of certificates of candidacy (COC) for the various local electoral posts, October 1-5. His bet for councilors are like a solidly-built fence, quipped the former congressman who has announced he was running for mayor of Bacolod. The electoral ticket, he added, was geared towards change in the city government after the present one, he said. For his part, Councilor Archie Baribar, declared that only time will tell who will be Puentevella’s running mate during next year’s election. This is because although he was angling for the post, there has been no formal agreement yet inked among all the vice-mayoralty bets with Puentevella as to who will be his running mate. It would be incongruous for the party to decide the VM bet, without first talking to the bets, he said. On his part, nobody has been authorized by him to speak on his behalf. The "First Five" is composed of incumbent Councilors El Cid Familiaran, Catalino Alisbo, Elmer Sy, Sonya Vedeflor and Archie Baribar. Novero said they have maintained good relations and he knew their sentiments against the possible selection of businessman Vladimir Gonzalez as running mate of mayoralty aspirant Monico Puentevella. Although there is no confirmation yet from the camp of Puentevella, Novero said the First Five earlier expressed their opposition to the tandem. Novero added that Gonzalez should not mix his business with politics, but focus on his business instead because that would be favorable to his family. Novero also said he also reached out to the group of Councilor Al Victor Espino, despite the fact that Espino did not like his political plan. Novero is also offering his services to Bacolodnons as he aspires to run for vice mayor. His experience in legal matters, legislation and his being a servant leader in his church pose an edge over the other contenders, he said. Novero has served as councilor for ten years and served as vice mayor from 2007 to 2010. In a resolution authored by Familiaran, he stated that the city should take seriously what happened to Metro Manila, that serves as a warning and lesson, by proactively observing the latest and appropriate urban planning and management. The phenomenon, Fami-liaran said, had confused the people and created worries among government and business planners, that among government and business planners, that inspite of the "no reported typhoon that would hit Luzon provinces," why there was so much rain, and floods so severely damaged properties and lives. Familiaran quoted Jose Ma. Tan, Chief Executive Officer (CEO) of the Worldwide Fund for Nature, that "Filipinos are to be blamed for the delude of rain that paralyzed 14 million people. It clearly showed that rapid urbanization was culprit for the Urban Heat Island (UHI), a situation of unfettered and mindless march to urbanization that had replaced soils and tress which absorbs rains and reduce flooding with concrete jungles. Caesar Distrito, duly approved by members of the sangguniang panlungsod during the mid-week session.
A series of public hearings conducted by Coun. Distrito, chair, committee on laws, ordinances and good government, was conducted in response to the request of petitioners from Paglaum Village. The amendments on the said ordinance include: the new date of the plebiscite, the appointment of the barangay officials, and the boundaries, were technically identified by the City Planning and Development Office of Bacolod. Instead of involving Brgy. Vista Alegre in the plebiscite, only one barangay is involved which is Brgy.Mansilingan, to reduce the cost of plebiscite. Involving two barangays for the plebiscite, Distrito said, is such a big burden for the city in terms of the cost of its implementation, because based on the estimates of the COMELEC, it would be around Six Million Pesos (Php 6, 000, 000. 00). Plebiscite expenses will be appropriated by the Bacolod City government amounting to P5 million only, taken from the general fund. The ordinance amends several sections in the previous ordinance particularly on the areas to be included in Barangay Paglaum, the new date of the plebiscite, the appointment of the barangay officials, and the boundaries identified in the ordinance. Barangay Paglaum, that has a total land area of about 770.0818 hectares, will be composed of Paglaum Village, Sitio Buri, Haciendas Guanzon, Hojilla, Tanalgo and Miranda, Green Farm, Nieves, De Leon, Garcia, Fortaleza, Martir, Cuison, Arceo-Ramos, Montinola and Mabesa Subdivision; Haciendas RGG Agri Development Corp., Lopues Realty Corp., Magdalena, and Villarosa, Lolita Heights Subdivision, Land Heights and Iloilo Development Corp., NAPOCOR sub-station, RGG Guanzon Subdivision, Esteban Village Subdivision, Hornets Game Fowl, among others. The ordinance was authored by Councilor Caesar Distrito and co-authored by Councilors Em Ang, Al Victor Espino, Roberto Rojas, Homer Bais, Dindo Ramos, Carlos Jose Lopez, Archie Baribar, Mona Dia Jardin and El Cid Familiaran. Distrito, chairman of the Committee on Laws, Ordinances and Good Government, said the ordinance is the result of the public hearings were conducted by his committee on the request of the petitioners from Paglaum Village. Under the ordinance the tentative date for the plebiscite is on December 15, 2012. It provides for the appropriation from the General Fund of P5 million for the plebiscite, to be administered by the Commission on Elections in Bacolod. The ordinance also provides the election or appointment of new set of officials elected in accordance with existing laws, rules and regulations. Appointed officials will only serve until the assumption of the new set of officials elected during the local barangay elections. The Bacolod City Council passed on March 8, 2001, City Ordinance 280 that strengthens the implementation of Republic Act 7883 or the Barangay Health Workers Benefit and Incentives Act, and providing funds for this purpose, thereby giving the accredited BHWs a monthly subsistence allowance of P1,000. Under C.O. 280, the power to recommend for the increase of subsistence allowance of the BHWs once every three years lies with the Local Health Board chaired by the City Mayor, it said. The resolution said that from 2001 to 2010, the subsistence allowance of an accredited BHW (252 at present) was increased by the Local Health Board from P1,000 to P2,000. Following the provision of C.O. 280 the subsistence allowance of the BHWs would have been increased thrice, it said. There is a need for an automatic review by the Local Health Board in the granting of subsistence allowance for BHWs considering that barangay nutrition scholars now receive a monthly allowance of P3,500, the resolution said. Canet Bacolod Sun Star The now recognized First Five or the group of City Council members who have joined the Liberal Party (LP) through one of its members, number one Councilor El Cid Familiaran will contest the coming 2013 local elections with the full slate, meaning, it will field candidates from mayor down to councilors, if given the go-signal by the national LP direcrate, the party’s highest-governing body.
Only one councilor among the five composed of Familiaran, Archie Baribar, Sonia Verdeflor, Elmer Sy and "graduating" will still be eligible to run in the 2013 elections as their three-term mandate has not expired yet. Chances are, other members of the LP, former city councilors, will also become the LPs official candidates, said Familiaran who was interviewed Saturday by Aksyon Radyo. Recently in an induction ceremony with Third Disrict Congressman Albee Benitez as inducting officer, also the party’s provincial chairman, many new members were inducted officially into the party. They are not moving out from the aggrupation set by former Congressman Monico Puentevella but would welcome his entry into the Liberal Party as a member or as part of a political alliance. The five councilors were part of an aggrupation set up by Puentevella in the 2010 elections then. He is still in London as official head of the Philippine Olympic Committee (POC), and is due to return soon after the end of the games next week. Baribar jolted the political scene when Familiaran said he was willing to give way to his vice-mayoralty candidacy in place of former Vice-mayor and also councilor Renecito Novero. But those who are contending for various positions in the local elections will definitely make clear their intentions as posts they are gunning for in October 1-5 or 6 when the filing of certificates of candidacy are to be done. Alfredo Benitez, LP provincial chairman, in rites held at The Bacolod Pavillon Resort Hotel here Friday. Others who took their oath were former councilors Jocelle Batapa- Sigue, Ana Marie Palermo, and Juan Ramon Guanzon, currently chairman of Games and Amusement Board, and broadcaster Marlon Solidum. The oathtaking rites was witnessed by LP Bacolod chairman Frank Carbon, spokesperson Councilor El Cid Familiaran, lawyer Andy Hagad, and other local LP members. Former Vice Mayor Renecito Novero, a member of the Nationalist People's Coalition, was among the guests. The newly-inducted members believe in the LP principles and vision that reject the politics of convenience in favor of the politics of conscience, Benitez said. Carbon said everybody will be included in the list of possible candidates of the LP in Bacolod, including former Bacolod Rep. Monico Puentevella and Vice Mayor Jude Thaddeus Sayson, who are expected to clash in the mayoralty race. "Everybody is acceptable at this point," he said. Baribar, who is among the allies of Puentevella in the City Council, said their membership in the LP can strengthen the former congressman's bid for mayor. Verdeflor, for her part, said whoever they will support for mayor and other local candidates will be decided by the party. "It will still be a party decision," she said.
