The Bacolod Sangguniang Panlungsod approved Wednesday an ordinance providing free tuition and matriculation for the children of barangay day care workers, barangay health workers, barangay nutrition scholars, child development workers and barangay tanods enrolled at the Bacolod City College.
The ordinance was authored by Councilor El Cid Familiaran and co-authored by Councilor Claudio Puentevella. Familiaran said he believes that higher education should be made equally accessible to all by progressive introduction of free education. He said that there is a need to provide opportunities for the legitimate children of barangay volunteers and frontline service providers to recognize their dedication for work and voluntary effort. Meanwhile, an ordinance entitled “An ordinance renaming Libertad Extension as Vicente Remitio Avenue”, was also authored by Familiaran and co-authored by Councilor Archie Baribar. The ordinance is in honor of the late Vicente T. Remitio, former Mayor of Bacolod City, a tireless civic leader, a religious and brilliant lawyer, who finished his tertiary and post-graduate studies as a working student and scholar, a student leader, debater and gold medalist orator. The ordinance said Remitio is a recipient of 30 distinctions and honors, including an Honorary Degree of Doctor of Laws and Honoris Causa conferred by his alma matter, the Central Philippine University in Iloilo City, and the Ang Banwahanon Award for public service. He helped organized the YMCA, Negros Press Club, and the planned Parenthood Movement of Negros Occidental, it said. Remitio won as number one councilor of Bacolod City in 1946 and was consequently appointed by President Manuel Roxas as Mayor of the City of Bacolod, the ordinance said. During his administration (November 25, 1946-October 3, 1948)Remitio established the Bacolod City High School; the Burgos and Libertad markets and the Bacolod City Slaughterhouse, which until now continue to serve the people of Bacolod, it added. The resolution contains two colatillas, that the release of funds will be subject to the usual Accounting and Auditing Rules, and the names of the 10 public elementary schools should be specified. The resolution was approved by Councilors Caesar Distrito, El Cid Familiaran, Jocelle Batapa-Sigue, Roberto Rojas, Archie Baribar, Sonya Verdeflor, Alex Paglumotan, Wilson Gamboa Jr., Mona Dia Jardin, Ana Marie Palermo and Carlos Jose Lopez. The MOA will be signed by Puentevella representing the city, the DepEd represented by Bacolod Division of Schools Superintendent Gemma Ledesma, and Ayala Foundation Inc. represented by Maria Lourdes De Leona and Rowena Lopez, AFI president and senior director, respectively. Based on the MOA, Bacolod City will remit to AFI before the start of the project the counterpart-funding requirement equivalent to P476,400 of the total fund needed to cover the Text2Teach program components for the 10 recipient schools in the city. The AFI, on behalf of the Text2Teach consortium, will provide the counterpart-funding equivalent to P740,000 for the Text2Teach components of the 10 public elementary schools in Bacolod. AFI will facilitate the assistance of a telecommunication company in providing free pre-paid load of P150 per month to the schools for one year, as well as P4,500 per school load, to be used for downloading new or updated content, from the server to the schools mobile phone, for one year from the date of the installation of the TV and mobile phones to the schools. The Text2Teach alliance, composed of AFI as the local project leader, and the Philippine Implementation Team composed of the DepEd, Nokia Corporation, Globe Telecom, and Pearson Foundation, will implement the program to provide the necessary infrastructure to provide elementary students and teachers in the public educational system access to interactive, easy-to-use multimedia package designed to make learning more meaningful, exciting and effective among the young learners. The areas of education covered are Math, Science, and English. Distrito yesterday said that although they have high respect for Ayala Foundation Inc., no one should be above the law. Whether it is a private or non-government organization, or reputed company or person, it is a requirement of the Commission on Audit that they be subject to accreditation process. He believes AFI will have no problem because these are just simple requirements like the Securities and Exchange Commission papers and their accomplishment for one year. Distrito said. Baribar said they are not extending assistance to an NGO. The other party will only be a custodian of the city's funds. Paglumotan, as chairman of the Committee on Education, said he is interposing no objection since this is a laudable project. He said he will request the DepEd for the list of the 10 priority public elementary schools.*CGS Bacolod Councilor Claudio Puentevella said the streets surrounding the Bacolod City Public Plaza are being eyed for parking areas, during a committee hearing he held yesterday on his proposed ordinance “designating pay parking zones in the City of Bacolod.”
Puentevella, chairman of the Sangguniang Panlungsod Committees on Public Works, and Fire, Natural Disaster and Calamities, said there is a proposal to impose a 70-30 sharing scheme between the City Government and the Diocese of Bacolod, that owns the portion of the plaza facing Rizal Street, but this will be subjected to negotiations with the Catholic Church. He said implementation of the ordinance on other streets surrounding the Bacolod Plaza will be discussed with the barangays officials and this will also be for further study. The ordinance provides that the Bacolod Traffic Authority Office authority to conduct an intensified study and recommendation on additional streets of the city that will be included in the pay parking zones. It also provides that a fee of P20 will charged or collected from private automobiles for the first two hours and P5 for the succeeding hours. He said his ordinance he authored is different from the one proposed measure earlier Councilor El Cid Familiaran, that was not passed during the previous City Council. Authored by Councilor Sonya Verdeflor, the ordinance said the City of Bacolod is known worldwide for its MassKara Festival celebrated every October of each year with many tourism-enhancing activities and events lined up to showcase the city’s artistic and cultural potentials. Since the time the MassKara Festival was conceptualized and celebrated in the 1980’s, the ingenuity and artistic abilities of the Bacoleños have emerged, showcasing various colorful and extra-ordinary designs of MassKara costumes and masks depicting the City’s rich cultural heritage, it said. Every MassKara Festival celebration, the city government of Bacolod and its component barangays, in coordination with the private and business sectors, prepare and line up various world-class events and activities that had become its major tourism industry. Its history should be captured in a venue that will become a landmark tourism destination of the City of Bacolod, the ordinance added . Meanwhile, the SP also approved on first reading yesterday an ordinance requiring Central Negros Electric Cooperative, Philippine Long Distance Telephone Co, and all other power and communication utilities or similar facilities to have joint poles for their cables and electrical lines. Authored by Councilor El Cid Familiaran, the ordinance said it is very apparent that poles along city roads have not been installed properly at their proper location. These unaligned poles are usually installed by CENECO or other power and communication utilities in one place or corner, ranging from three to six or seven posts, which cause disorderliness along the city’s streets or roads, it said. This hampers the façade and view of the buildings and destroys the city’s aesthetic environment, the ordinance said. Establishing a joint or common pole for Ceneco, PLDT and all other power and communication utilities will not only address such untidy situation, but will also be a big help for the city in its campaign for a clean and orderly environment, it added.*CGS BY CHRYSEE SAMILLANO THE VISAYAN DAILY STAR A resolution requesting the chairman of the Presidential Commission for the Urban Poor, to issue a public apology to the Sangguniang Panlungsod of Bacolod City and various urban poor organizations, is being proposed by Councilor El Cid Familiaran.
Familiaran said they are requesting Hernani Panganiban for an apology for claiming that “The insertion of the Bacolod Urban Poor Council under City Ordinance 593, series of 2012, is similar to a rider” in legal parlance, and “was perhaps inserted to accommodate the wishes of the pressure group lobbying with the public officer.” Panganiban made the claims in his letter dated July 31 to the SP through Vice Mayor Greg Gasataya and Councilor Alex Paglumotan, regarding the proposed amendment of Section 7.1 of C.O. 593. Panganiban said there are some technical observations that they have noticed such as – while the ordinance created the BUPC, it did not have a provision for the role or function of the council. Familiaran said the statement is unfounded, malicious, a disrespect and direct insult to the SP of Bacolod, the author and co-authors of C.O. 593, and the SP members, the urban poor federations, associations and marginalized fisherfolk federation, including the Urban Poor Desk of the Social Action Center of the Diocese of Bacolod, among others. Calling them “pressure group lobbying with the public officer” is entirely unfair and uncalled for, he said. The objective of this proposed ordinance is not only to preserve the City’s aesthetic environment which hinders facade and view of the buildings, but also to put an end to the disorderliness of the poles and wirings/cabling along City streets and roads. Councilor Familiaran believes that thru passing of this local measure, this situation of cables and electrical wires that hang along City streets of Bacolod will be addressed.
He further believes that in instituting Memorandum of Agreement (MOA) among public utilities, accountabilities will be established. Thus, maintenance of such facilities will be updated, contributing to their effectiveness and efficiency that will redound to public welfare.* |
