City Councilor El Cid Familiaran filed two resolutions Friday that will ensure the safety of the Sangguniang Panlungsod (SP) members. A resolution that strictly prohibits the carrying of weapons and firearms in Sangguniang Panlungsod HallI and a request to Police Superintendent Emanuel Misajon, Chief of the Community Assistance Center (COMPAC), thru Police Senior Superintendent Pedrito Escarilla to assign PNP Uniformed Personnel at the SP Hall during Session Day to Initiate Inspections of Weapons will protect lawmakers in the Hall from unwanted incidents and any forms of violence. Familiaran spoke that this was his reaction to the recent rise in criminality and the proliferation of illegal guns and improvised weapons. Any Local Government Unit such as Bacolod City should be wary of the prevailing social order. Carrying of bottles and glass containers is prohibited among festival goers.
The Bacolod Sangguniang Panlungsod (SP) has approved a resolution requesting Mayor Monico Puentevella to direct Kasadya Bacolod Foundation, Inc . (KBFI), Bacolod City Police Office (BCPO), and City Enforcement Unit to prohibit revelers from carrying bottled liquors or soft drinks and glass in festival sites during the celebration of the MassKara Festival. Authored by Councilor El Cid Familiaran, chairman of SP Committee on Police, Security and Jail Management and Penology, the resolution was passed during the session on Friday. It has been noted that during MassKara, a significant number of revelers are seen carrying or clutching bottles of liquors, beers or soft drinks, or glass containers from one place to another. Carrying or clutching of bottles (whether empty or full), of any kind poses danger to the safety of a great number of people who come during MassKara to enjoy the activities, the resolution further stated. The resolution said that in order to avoid incidents where bad elements might be tempted to use bottles to advance their ill-motives or intention, there is a need for the city to come up with measures that will prevent any possible unlikely scenario. Earlier, BCPO officer-in-charge, Senior Supt. Pedrito Escarilla, said their security plan is all set for the celebration starting October 1 to 19. This was confirmed by Chief Insp. Noel Polines, operations branch head of BCPO, who claimed that augmentation forces from the Regional Public Safety Battalion (RPSB), Negros Occidental Police Provincial Office (NOPPO), Philippine Army and its K9 unit, Philippine Coast Guard, and the BCPO K9-unit will be maximized for deployment to ensure everyone’s safety./WDJ Watchmen Daily Journal September 29, 2014 by WDJ The Sangguniang Panlungsod (SP) of Bacolod City approved during the midweek session the resolution authored by Councilor El Cid Familiaran to require restaurants, food chains and other food establishments to serve half cup of cooked rice to customers if ordered.
Familiaran said, this is considering that the City of Bacolod is dependent in its rice consumption elsewhere, it shall seriously consider its shortage of rice and its continued price increases. Hence, any measure that would lessen its harsh effect should be taken into account. Among the measures which are considered doable and proactive in mitigating the impact of rice shortage and increasing its prices is to limit the wastage of rice that is served in restaurants and food chains, or such any other food businesses in the City by requiring them to serve one half (1/2) cup of cooked rice if requested by a customer. Actually, Familiaran said, countries that are hit by rice shortage are Bangladesh and China. Analysts conclude that, the causes of shortage and high prices of rice are diverse, which vary from country to country. Among other reasons include natural disasters or adverse weather patterns; high cost of fuel which adds to transport costs, hoarding and smuggling and indiscriminate conversion of agricultural lands. Philippines relies on rice imports from other Asian countries, particularly Vietnam, Thailand and Japan. In 2008, it was reported that our country has 4.2 million hectares of land devoted to rice production, but just 1.4 million hectares of which are irrigated. Therefore, Familiaran said, the Half Cup Rice Serving for Food customers in Bacolod City shall be enforced. So all businesses that operate in the City are hereby mandated to serve half cup of cooked rice when ordered by a customer. Penalty of this ordinance are: 1st Violation - A fine of not more than P2,000.00 or a penalty of imprisonment of not more than four months or both fine and imprisonment at the discretion of the Court; 2nd Violation - A fine of more than P2,000.00 but not more than P3,500.00 or a penalty of imprisonment of more than four months but not more than five months or both fine and penalty at the discretion of the Court; 3rd Violation - A fine of P 3,501.00 but not more than P5,000.00 or a penalty of six months or both fine and penalty at the discretion of the Court. The ordinance authored by Councilor El Cid Familiaran said that globally, the prices of rice continue to surge, which in effect creates shortage. Foreign news reported, that among the countries hit by rice shortage are Bangladesh and China. Due to limited lands for rice production, the Philippines relies on rice imports from the other Asian countries, particularly Vietnam, Thailand and Japan. Familiarian and Puentevella sponsored an ordinance allowing the use of voluntary blood donations as payment of penalties for violations of traffic regulations in lieu of fines. According to studies published in the American Journal of Epidemiology, blood donors are 33 percent less likely to suffer a cardiovascular disease and 88 percent less likely to suffer a heart attack. When donating blood, we are removing 225 to 250 mg of iron from our body; therefore reducing our risks of health complications. High blood iron can cause a variety of symptoms, such as irregular heartbeats, lethargy, muscle weakness, hardening of arteries, accelerated cholesterol oxidation, decreased libido and enlarged liver. The Department of Health affirmed this conclusion. “Voluntary blood donation enhances the production of new red blood cells and reduces the risk of getting heart diseases. It energizes the body and gives one’s self a sense of fulfillment. It also plays an important role in the act of saving a life.” The DOH said donors should be in good health, between 16 and 65 years old, weigh at least 110 pounds (50 kilograms), and pass physical, health history and lifestyle assessment during the screening. It added those aged 16 and 17 must secure parental consent. Of course, if the blood examination shows that a traffic offender’s blood is unfit for medical use, the CHO should inform the Bacolod Traffic Authority Office about it and the traffic violator will have to pay the mandated fine. Bacolod’s blood bank is suffering from scarcity of blood donations. Despite the presence of Red Cross and blood banks at the Corazon Locsin Montelibano Memorial Regional Hospital and other private hospitals, blood supply remains a major concern of the city, the ordinance said. According to the Philippine Red Cross Secretary General Gwendolyn Pang, the 2013 blood collection fell short of the 950,000 units of blood that the country needs. PRC managed to collect a mere 440,000 units, less than half of the target. So in effect, in saving the lives of those in need of blood transfusion, male blood donors might also be saving their lives. When donating your blood, the PRC will test it to determine your blood type – classified as A, B, AB, and O – and your Rh factor. The Rh factor refers to the presence or absence of a specific antigen, a substance capable of stimulating an immune response, in the blood; so, you are either Rh positive or Rh negative, meaning you either carry the antigen or you don’t. If the blood examination shows that the blood is not fit for medical use, the CHO should inform the Bacolod Traffic Authority Office about it and the traffic violator will be made to pay the mandated fine. The City Health Office will issue an ID card to blood donors-traffic violators as voluntary blood donor that will qualify him or his immediate family members access to blood donation in the future. Come to think of it, we don’t need to violate traffic rules to donate blood. After all, we are doing ourselves a favor. While scientists are researching why donating blood reduces the risk of heart attack, its benefits are a two-way street. Among the measures considered to generate additional blood supply is the voluntary donation of blood by traffic violators in lieu of the mandated fine. The blood donors-trafficviolatorsor BDTV will be issued by the City Health Office an appropriate ID card, as voluntary blood donor, which will qualify him or his immediate family members access to blood donation in the future, the ordinance said. As reported by SP Secretary Atty. Vicente Petierre III, the two councilors have authored 5 city orddinances each out of 26 city ordinances approved in the said period. Following them is Coun. Wilson Gamboa Jr. having authored four ordinances and Coun. Sonya Verdeflor authored three. Councilors Jocelle Batapa-Sigue and Archie Baribar authored two ordinances each, while Councilors Alex Paglumotan, Carlos Jose Lopez, Ana Marie Palermo, Claudio Puentevella, and Roberto Rojas authored one ordinance each. Petierre said Distrito also authored 245 resolutions out of the total 948 resolutions passed from July 2013 to June 2014. Gamboa authored 99 resolutions, Paglumotan – 92, Baribar – 65, Councilor Noli Villarosa – 65, Lopez – 60, Familiaran – 51, Batapa-Sigue – 51, Verdeflor – 48, Rojas – 39, Palermo – 33, and Ang 30. In his report, SP secretary Vicente Petierre III said the councilors with the most number of ordinances passed were El Cid Familiaran and Caesar Distrito with five each. They are followed by Wilson Gamboa Jr. with four; Sonya Verdeflor – three; and one each for Alex Paglumotan, Claudio Puentevella, Roberto Rojas and Ana Marie Palermo. Lawyer Archie Baribar topped the list of co-authors with eight ordinances while Paglumotan and Familiaran had three each. Jocelle Batapa-Sigue, Puentevella, Distrito and Verdeflor were co-authors of two ordinances each. Of the 948 resolutions, Petierre said, 351 were passed from July to December 2013 while 597 were approved from January to June 2014. Petierre said the SP session officially started last July 3, 2013.
