Police peacekeeping efforts at the Lacson Tourism Strip during the MassKara Festival had been successful due to the cooperation of the Bacolodnons and visitors. Composite teams of Bacolod Police and the AFP Reservists were deployed at Lacson Street and were straightforward in convincing revelers not to roam around carrying or clutching any beverage bottles or glass containers.
A police officer detailed at the Lacson Tourism Strip stops two visitors with beer bottles.* Bacolod Deputy City Police Director for Administration P/Supt. Armando R. Tubongbanua said this is the first time police authorities implemented this security initiative as they saw the potential threat of people carrying beverage bottles around festival sites. “Okey man lang na tani kon ang naga-inum kag nagabitbit sang botelya nagapungko lang sang sa isa ka lugar, pero kon maglagaw-lagaw kag kon may mangutos, ka delikado,” said Tubongbanua. Last September 26, 2014, Acting Floor Leader El Cid M. Familiaran moved for the passage of a resolution requesting City Mayor Monico O. Puentevella to direct Kasadya Foundation, Bacolod City Police Office, Public Order and Safety Office (POSO) and City Enforcement Unit to prohibit carrying/clutching of bottles of liquors, beers, softdrinks or any bottles of similar nature or glass containers in the festival sites during the MassKara celebration. Likewise seconded by Councilors Alex A. Paglumotan and Noli Villarosa, Resolution No. 88-14-957 aims to avoid incidents where bad elements might be tempted to use bottles to advance their ill-motives or intention, thus a need for the city to come up with a measure that will prevent the unlikely possible scenario.* (CMO-PIO) Negros Daily Bulletin
