An ordinance requiring all malls and business establishments in Bacolod City to provide sanitary restrooms free of charge to its customers, was approved by the Bacolod Sangguniang Panlungsod on third and final reading yesterday.
The ordinance authored by Bacolod Councilor El Cid Familiaran and co-authored by Councilor Claudio Puentevella, said the provision of sanitary restrooms in malls and business establishments in the city, free of charge to its customers will serve the public, and further address their comfort and convenience. The influx of tourists in the city and in the province makes it even more exigent for the city to require malls/business establishments within its jurisdiction to provide sanitary restrooms, it said. Fines and penalties will be imposed on owners of malls and business establishments who violate Section 6 of the ordinance ranging from an imprisonment of two to five months or a fine of P3,000 or both imprisonment and fine at the discretion of the Court for the second offense, after they have been issued a warning on first offense. A penalty of imprisonment of six months to one year or a fine of P5,000 or both imprisonment and fine at the discretion of the Court will be imposed on erring business establishments, as well as, cancellation of business permit, for the third offense. The SP also approved yesterday a resolution requesting the head of the Office of the Senior Citizens Association to facilitate through the Office of Mayor Monico Puentevella the implementation of City Ordinance No. 501 series of 2009 or ‘An ordinance granting free movie privilege to all qualified senior citizens of the city.”*CGS Visayan Daily Star

BACOLOD City – Now, anybody here can order half a serving of rice from any food-serving establishment.
Establishments that refuse to take such order are in danger of being punished, under a new city ordinance that aims to prevent rice wastage and consequently, rice shortage. Approved unanimously during Wednesday’s session of the Sangguniang Panlungsod, the ordinance covers fast food chains, restaurants, hotels, pension houses, inns, canteens, steakhouses, eateries, and all other food-serving businesses. Councilor Elcid Familiaran, ordinance proponent, said even popular fast food chains here are covered such as McDonald’s, Jollibee and KFC, among others. Violators of the ordinance will be fined – P1,000 for the first offense, P2,000 for the second violation, P3,000 for the third offense and P4,000 for the fourth and succeeding violations. The ordinance, however, does not apply to buffets, catering services, the so-called “value meals” and similar package orders. The city council was prompted to craft the ordinance following an International Rice Research Institute report that the Philippines wastes at least P23-million worth of rice per day or P8-billion worth of rice a year. The Department of Agriculture has been campaigning that consumers reduce rice wastage to help the country achieve rice self-sufficiency status. The country’s rice wastage reached 300,000 metric tons a year, according to Agriculture assistant secretary Edilberto de Luna. The volume of rice going to waste is enough to feed the entire country for about 10 days, de Luna said. For his part, Agriculture secretary Proceso Alcala urged consumers to diversify their diet to ease the pressure on the rice sector. Councilors Claudio Jesus “Kalaw” Puentevella, El Cid Familiaran and Caesar Distrito filed their respective resolutions following the alleged rape incident in the comfort room of the Annex Building of BPH, last week. The resolutions pushed for tightened security at the BPH, to avoid recurrence of the incident. Councilor Puentevella, in his resolution, is requesting the assistance of Senior Insp. Benedicto Villarias, chief of Police Station 4, and the Office of the City Mayor for additional personnel to monitor and secure the BPH grounds. For his part, Familiaran seeks the aid of Senior Supt. Pedrito Escarilla, officer-in-charge of Bacolod City Police Office (BCPO), and the General Services Office (GSO) for additional security at the BPH premises. Distrito, on the other hand, is pushing for increased police visibility at the BPH, as he pointed out that the rape of the 20-year old victim by a 27-year old mechanic has alarmed the general public, especially those who frequently visit the area, considered as one of the attractions of the city. This was stressed yesterday by Bacolod Councilor El Cid Familiaran, chairman of the Sangguniang Panlungsod (SP) Committee on Police Matters and Security, as he disclosed that the SP had unanimously approved the recommendation of the Bacolod City Police Office (BCPO) and the Bureau of Fire Protection (BFP) to allow the members of Bacolod City Fireworks Vendors Association (BCFVA) to occupy the old firecracker zone. Earlier, the city decided to transfer pyrotechnics vending at Baywalk, however, this was opposed by the vendors who claimed that the place poses danger since it has no exit areas in cases of emergency situation. Familiaran said the job to determine the safety of the firecracker zone, or place where vendors can display and sell pyrotechnics, has been delegated to the BCPO and BFP. The councilor said the return of the firecracker vendors on the leased 2,000 square meter lot at the back of Pope John Paul II tower was recommended by the BCPO and BFP despite the opposition posed by the management of SM City Bacolod. The mall management had initially opposed the return of the firecracker vendors on the lot they occupied last year, however, they reconsidered their previous opposition following the request of the vendors. Meanwhile, Familiaran reminded the vendors of the rules they have to observe at the firecracker zone. He said the kiosks or stalls should be one meter away from each other. He said fire extinguisher and water containers are needed for emergency cases, adding that the use of electricity is prohibited. Masculino Watchmen Daily Journal December 5, 2014 BACOLOD City officials called for increased police visibility operations in the vicinity of the Bacolod Government Center, also known as the Bacolod People’s House, after a rape incident took place at the Annex Building Friday night. The victim, a 20-year-old female who frequently jogs in the premises, was locked by the suspect inside the comfort room and molested her, police said. Councilor El Cid Familiaran said he will ask Senior Superintendent Pedrito Escarilla, city police officer-in-charge, through the Office of the Mayor to beef up the security at the Government Center and its premises. Advertisement He said that he will also propose a resolution addressed to the Public Order and Safety Office through the CMO to assign a permanent guard at the Annex Building. Lawyer Bong Dilag, spokesman of Mayor Monico Puentevella, said the mayor has called for a total review of the perimeter security at the People’s House to secure individuals coming to the area at all times.
