RESOLUTION REQUESTING THE MASSKARA FOUNDATION TO SUBMIT A DETAILED LIQUIDATION REPORT OF THE PREVIOUS YEAR’S INCOME & EXPENSES TO THE SANGGUNIANG PANLUNGSOD IN AID OF LEGISLATION
WHEREAS, the annual Masskara celebration, year-by-year carries a positive contribution for the City, and also creates a more favorable business climate for the people;
WHEREAS, while the positive results on business brought by the Masskara celebration are enjoyed by the people, which is not only during such affair, but through the years. However, with such favorable results, it also carries several pertinent issues, and, among these which is considered critical for Masskara Foundation to furnish appropriate Body is the issue of income and/or expenses gained or incurred by the Masskara Foundation, Inc. in the course of Masskara celebration;
WHEREAS, the concern for the income or expenses of the Maskara Foundation comes to fore after the information and/ or reports that during such event it received several millions from its donors. And, in addition, the City is also allocating several millions every year;
WHEREAS, considering that the City is appropriating government funds for the private entity, and, in this instance, the Masskara Foundation, Inc., hence this concern;
WHEREAS, based on the above stated premises, the Masskara Foundation Inc. is duty-bound to be transparent & accountable to the City, by listing all its income: what & who are its donors, their specific contributions; and from that sum of income, how such are being spent;
THEREFORE, BE IT RESOLVED AS IT IS HEREBY RESOLVED by the Sangguniang Panlungsod of Bacolod City in session requesting the Masskara Foundation to submit a detailed liquidation report of the previous year’s income & expenses to the Sangguniang Panlungsod in aid of legislation.

RESOLUTION REQUESTING THE CITY MAYOR, HON. EVELIO R. LEONARDIA TO CONSIDER OF LOAN RE-STRUCTURING/ RE-NEGOTIATION WITH PHILIPPINE NATIONAL BANK, PHILIPPINE VETERANS BANK, DEVELOPMENT BANK OF THE PHILIPPINES AND/OR OTHER FINANCIAL INSTITUTIONS(FIs), IF ANY ON THE CITY’S PAYING SCHEME WITH ITS PRESENT DEBTS & ACCOUNTS RELATIVE TO THE DECREASE OF ITS IRA SHARE DUE TO THE CONVERSION OF I6 MUNICIPALITIES INTO CITIES & OTHER FACTORS.
WHEREAS, the recent RESOLUTIONof a case by the Supreme Court favoring for the conversion of 16 municipalities to cities which would result to diminish the City’s IRA to a tune of Php 77,997,202.00 annually will gravely affect the City’s budget to its already cash-strapped economy, considering from its debts & barrowings with PNB-400 millions, Veterans Bank-250 millions, Development Bank of the Philippines-30-millions, more or less, respectively, and other financial institutions, apart from its present and usual accounts to CENECO &/ or BACIWA;
WHEREAS, among the projects which will be gravely hit from the decrease of IRA share and other causes are (a) the IRA-driven projects which were appropriated thru ordinances, (b) the budgeted AIP projects for 61 barangays, (c) basic/social services for indigents & poorest of the poor and (d) the supposed commitment or obligation and privileges afforded to the City government employees, among others;
WHEREAS, on these exigent times, the City should be prudent, creative & proactive in its decision or action, such as, in dealing with its accounts (Php 151 Million- obligations-debt service annually) and confronting its debtors: Philippine National Bank, Veterans Bank, Development Banks and/or other financial institutions to mitigate the effects for the program & services to its constituents, especially the most vulnerable sectors of society, brought by the decrease of City’s IRA share and other causes;
THEREFORE, BE IT RESOLVED AS IT IS HEREBY RESOLVED by the Sangguniang Panlungsod of the City of Bacolod in session requesting the City Mayor, Hon. Evelio R. Leonardia to consider of loan re-structuring/ re-negotiation with Philippine National Bank(PNB), Philippine Veterans Bank(PVB), Development Bank of the Philippines(DBP) and/or other financial institutions, if any on the City’s paying scheme with its present debts & accounts relative to the decrease of its IRA share due to the conversion of 16 municipalities into cities and other factors.
