Four opposition councilors of Bacolod City registered perfect attendance out of 54 regular and special sessions held by the Sangguniang Panlungsod of Bacolod City from January 1 to December 31, 2011.
They are Councilors El Cid Familiaran, Archie Baribar, Elmer Sy and Sonya Verdeflor. Councilor Caesar Distrito attended 52 regular and special sessions and had two official leaves, while Councilor Homer Bais attended 51 sessions and had three official leaves, a report prepared by Helen Legaspi, acting Secretary to the Sanggunian, showed. Vice Mayor Jude Thaddeus Sayson and Councilors Em Legaspi-Ang, Catalino Alisbo and Mona Dia Jardin attended 50 sessions and had official leaves and official travels. Councilor Al Victor Espino attended 49 sessions, had one official leave, three official travels, and one absence, while Carlos Jose Lopez attended 47 sessions and had seven official leaves. Gifts were given to the inmates of the three city jails recently by Bacolod City Mayor Evelio Leonardia and Vice Mayor Jude Thaddeus Sayson with Councilors El Cid Familiaran and Em Ang, a Bacolod City press release said.The group visited the Bureau of Jail Management and Penology Handumanan Women and Men facilities and the BJMP Taculing facility where they were welcomed by the wardens and the inmates.
Leonardia, Sayson, Familiaran and Ang gave out to the inmates several boxes of canned food. Jessie Ortega yesterday said drivers are required to undergo drug testing as a requirement for the renewal of their driver’s license every three years. He said he is in favor of a random drug testing on drivers as long as it is for free. This is necessary to ensure that PUJ drivers are not involved in illegal drugs since they might endanger the lives of their passengers if they are driving while under the influence of prohibited drugs, Ortega said. He also said it is the responsibility of jeepney operators to have a background check done on their drivers before accepting them. Ricardo Dela Paz urged drug testing centers to be rigid so PUJ drivers who are into illegal drugs will not be issued drivers’ licenses.
