A resolution requesting City Legal Officer Joselito Bayatan to render legal opinion on whether the appointment of Pedrito Esquilla as consultant and head of the Office of Senior CitizensAffairs violates R.A. 9994 and the Department of Interior and Local Government Memorandum Circular No. 2011-88,is being proposed by Councilor Catalino Alisbo.
DILG Memorandum Circular No. 2011-88 is the “Policies and guidelines governing the implementation of R.A. 9994, or the Expanded Senior Citizens Act of 2010.” The resolution said that, as mandated by R.A. 9994, the Federation of Senior Citizens Association of Bacolod City, Inc. had submitted to the Office of the City Mayor the list of three nominees chosen or recommended by the general assembly. It said the three year term of Esquilla as OSCA head was terminated and his three months extension had expired, therefore, he is not entitled to re-appointment to the same office. The resolution said the FSCAB is asking the City Legal Office to render opinion to guide the City Mayor on the appointment of the OSCA head as soon as possible. Meanwhile, a resolution requesting the Office of Department of Social Welfare and Development Secretary Corazon “Dinky” Soliman to favorably respond to the widespread clamor about unfair implementation of the Conditional Cash Transfer for the indigents in the City of Bacolod, was approved by the Bacolod Sangguniang Panlungsod Wednesday. Authored by Councilor El Cid Familiaran, the resolution said that based on information from the Department of Social Services and Development Office, the city has 3,607 CCT beneficiaries in 26 barangays. It said the SP expresses its profound appreciation to the national government for the inclusion of Bacolod City’s indigents in the program. Nevertheless, the SP would like to bring to the attention of the DSWD the issues and concerns confronted by the city’s constituents in the implementation of the CCT’s like many beneficiaries have not availed of the program, among others, it said. Canet Sun Star Bacolod The Bacolod Sangguniang Panlungsod ratified the contract of service of 79 new and renewal part-time instructors of the Bacolod City College covering June 14, 2011 to October 21, 2011, during its session Wednesday.
The ratification of the contracts was sponsored by Councilor Caesar Distrito as chairman of the SP Committee on Laws, Ordinances and Good Government. after City Administrator Rogelio Balo and BCC Administrator Johanna Bayoneta, appeared before the SP to answer questions regarding the hiring process of BCC faculty members. Distrito said the SP approved the contract of service of the 79 teachers despite some questions on their appointments because their salaries have to be released immediately since classes started last June yet, and they have not been paid until now. Meanwhile, the SP deferred the approval of the contract of service of four new full-time BCC teachers pending submission of some requirements. Distrito said the SP deferred it because they have been required to submit their credentials to avoid what happened to three other teachers from BCC and also for the members of Council to be apprised on the issue. The appointments or contract of service of the three BCC teachers were not submitted for ratification since they lacked some requirements and they have a pending complaint before the SP on the matter, he said. On the other hand, a resolution requesting City Budget Officer Luzvimvinda Treyes, through the Office of the City Mayor, to clarify the status of the budget on “Medicare para sa Masa,” was approved by the SP Wednesday. Authored by Councilor El Cid Familiaran, the resolution said the issue that the city has not paid its premium for Philhealth contribution for thousands of beneficiaries came to the fore as the SP was confronted with issues on budgetary allocation for Philhealth and/ or health-related concern. The report stated that the unpaid account of the city to Philhealth amounting to P5,174,050.00, that represents its share for the supposed premium contribution of 16,965 Philhealth beneficiaries for the year 2010, it said. The resolution said that in the 2011 budget, there is an allocation of P4 million under the item “Medicare para sa Masa,” aside from the allocated budget for Philhealth during the Aug. 10, 2011 regular session, based on the request of the mayor. During a courtesy call on Bacolod Mayor Evelio Leonardia at the Bacolod City Government Center yesterday, Urabe described the city as neat and attractive and its people very hospitable. Urabe, who was in Bacolod City yesterday for the 50th anniversary of Organization for Industrial, Spiritual and Cultural Advancement, Philippine Chapter, said the relationship between Japan and the Philippines is excellent. Japan is the largest importer of Philippine products and they have the largest investors in the Philippines, Urabe said. There are about 200,000 Filipinos living in Japan, he said, adding that the cultures of the Japanese and Filipinos are quite similar. Also present to welcome the ambassador were Councilors Em Ang, Caesar Distrito, El Cid Familiaran, Carlos Jose Lopez and the mayor’s wife, Elsa Leonardia. Urabe asked why Bacolod appears to be more prosperous compared to other cities. Is it because of sugarcane? Lopez told him “We have a good mayor and a city council that is supportive of him.” The councilors also informed him of the establishment of the one-stop-shop that has reduced processing time for business permit application and renewal. Leonardia apprised the ambassador about the exchange visits conducted between Bacolod City and Japan and the accomplishments of the city, like having been cited for its stable peace and order condition, and for being the Most Business-Friendly City in the Philippines. A research conducted by the Asian Institute of Management, United States Agency for International Development and German Technology Cooperation recently categorized the cities into growth metropolitan, growth center cities and emergent cities. Bacolod, Olongapo and eight other cities were included in the growth center cities category, and it placed second to Olongapo City for good quality of living because of its livable environment. Leonardia said they also hope to come up with a sister city relationship with Japan. Meanwhile, Distrito informed Urabe of a resolution approved by the Sangguniang Panlungsod expressing sympathy to the Japanese people affected by the 8.9 earthquake and tsunami. He said Negros has been a recipient of assistance from Japan and it is time for Negros to give back to the Japanese people. Urabe was in Bacolod City for the 50th anniversary celebration of OISCA, where he was the keynote speaker. Urabe was impressed with the cleanliness of the city, saying it is ideal for investment. He said he was informed that Bacolod City is highly ranked by the Asian Institute of Management for investment. He also praised the hospitality of the people. Urabe likewise thanked the people of Bacolod who sympathized and helped the Japanese people recover from the disasters they underwent the past months. The issue on Philhealth Card, claiming that the city has not paid its premium for Philhealth contribution of its people comes to the fore as the Sangguniang Panlungsod (SP) confronted issues on budgetary allocation for Philhealth and/ or health-related concern. The report stated that the unpaid account of the city to Philhealth in the amount of Php 5,174,050.00 represents the unpaid account of the city’s share for the supposed premium contribution of 16,965 Philhealth beneficiaries for the year 2010. Familiaran also said, in the budget for 2011, there was an allocation of Php 4 million in item called, "Medicare para sa Masa," aside from the allocated budget for Philhealth during the last regular session, dated August 10, 2011 per request of the mayor, docketed as SP Correspondence # 011-944/A. In order to be clarified, and, so as not to create confusion to the public, there is a need for the City Budget Officer to clarify these budget Item, Familiaran stressed. * Edith B. Colmo Negros Daily Bulletin An ordinance establishing the Botika ng Bayan under the socio-economic enterprise unit of the Bacolod City government has been proposed in the Sangguniang Panlungsod.
The ordinance proposed by Councilors El Cid Familiaran and Catalino Alisbo said the Constitution mandates the government to protect and promote the right to health of the people and instill health consciousness among them. It is also mandated to adopt an integrated and comprehensive approach to health development, which will endeavor to make essential goods, health and other social services available to all the people at affordable cost, the ordinance said. The City Government of Bacolod will establish a health program to be known as the “Botika ng Bayan,” at the Bacolod City Health Office Compound, the ordinance said. To efficiently deliver such medical services to the concerned needy, the ordinance Implementing Rules and Regulations will provide a system of refund or discount for senior citizens and Philhealth cardholders and their beneficiaries who are admitted or confined at public or private hospitals, it also said. Funds needed for the establishment of the Botika ng Bayan will come from the 20 percent Development Fund/ City Annual Budget of 2011, it also said.*CGS I have been impressed by the performance of many of our city councilors. Elcid Familiaran celebrated his 33rd birthday last Sunday with his fellow Rotarians. He was past president of the Rotary Club of Bacolod. The four have shown their dedication to work. We don’t know the result of this meeting but Noynoy will be remembered in our history for doing this. Strong and effective leaders are like this, sincere and humble. I recall an anecdote many years ago. President Manuel Quezon was a strong president. Benito Lopez, father of Eugenio “Enyeng” and Vice-President Fernando “Nanding” Lopez was Iloilo governor and was in the opposition. One early morning at around 6:30 there was a visitor and the maid told him to wait in the porch because the governor was still asleep. Quezon waited for 15 minutes because somebody woke Lopez up and told him that the visitor looked like a big official. Lopez, in his pajamas, woke up and was surprised to see Quezon waiting for him. Quezon got his support. Quezon knew when to be humble. *** I remember other stories of sincere national leaders. Frederick William I visited the prison at Potsdam where everybody asked to be pardoned arguing they were imprisoned on account of prejudiced judges, perjured witnesses and unscrupulous lawyers. Everybody was innocent. Then he came to one cell where the inmate was silent. Frederick asked, “I suppose you are innocent too.” No, the inmate answered. “I am guilty and deserve this punishment.” The king shouted for the jail warden. “Come and get rid of this rascal quick before he corrupts this group of innocent people.” Or this other one. John Pace, court jester of Queen Elizabeth was hurting in some of his retorts so that, she said she did not want to see him in her royal presence. But friends interceded and Pace was called back. This time Pace was as witty as ever. The Queen expecting gracious humor told Pace, “Now we will hear of our faults.” “No Madam, I never talk of what the world is talking about.” The Queen was game. She made the first applause. **** Meanwhile, on other topics, ophthalmologist Dr. Tony Doy Sarabia wrote me to pay tribute to Jose Rizal, patron of Filipino eye doctors and first Filipino ophthalmologist in 1885. Rizal had his training in Heidelberg in Germany in 1885 and operated on his mother’s eye on his return to the Philippines. Other friends wrote to ask me to write about topics I have not much knowledge about. One asked me to write about the popular drama years ago, “Maria Morena” and “Mundo Mistico.” But I don’t listen to radio dramas and know nothing about “Maria Morena” and “Mundo Mistico.” Another asked me to write about sports and improving Pana-ad. Again, that is not my line as we have sports editors. *** But what is interesting and I am thankful for is so many write me of the cure to my ailment. One avid reader said, what I need is to drink a new brandy in the market named “Primo.” It’s the best, he said. I tried a sip and really it has the best taste. So, I am promoting “Primo.” While in the U.S. in 1992, there was a perfume named “Primo.” It’s marketing line was “If you like Georgio, you’ll love Primo.” I bought plenty at one dollar a piece and gave them as “pasalubong” to friends. The joke Dodol Gamboa sent me in Spanish was about a father who saw in his son’s “botiquin” a Viagra. He asked for one which cost 20 Euros. The following day the father paid 200 Euros for the pill. He told his son, “Your mother is paying for it.” *** Now that we are in a joking mood, here’s one. A poultry farmer in a bar sat near a woman who ordered a brandy “Primo.” That’s my order too, said the woman. What a coincidence! This is a special day for me, said the woman. The woman said, her doctor told her she is now pregnant after a number of years. What a coincidence, said the man. I am celebrating my hens after months are now laying eggs. Great, said the woman. For Rotarians, come Lapore has some message for us.* Primo Esleyer Visayan Daily Star A resolution requesting the punong barangays through the Office of the Liga nga mga Barangay to comply with memorandum circular 2009-09 of the Department of Interior and Local Government which calls for a unified action against illegal drugs and other substances, was approved by the Bacolod Sangguniang Panlungsod Wednesday.
Authored by Councilor Carlos Jose Lopez, the resolution said MC 2009-09 requires all barangays to appropriate a substantial portion of their annual budgets to assist or enhance the enforcement of R.A. 9165 or the Dangerous Drugs Act giving priority to educational program, prevention and rehabilitation of drug dependents. It also requires barangay officials to submit a report that identifies house clusters, work places, streets and puroks where illegal drug transactions are taking place, it said. The resolution said the information gathered will be fed to the National Drug Information System serving as a data base of existing drug situations in localities. None of the barangays have complied with this requirements, it added. Meanwhile, the SP passed on third and final reading an ordinance establishing a Violence Against Women desk in every barangay of Bacolod City, which was authored by Councilors Mona Dia Jardin, Em Legaspi-Ang and Sonya Verdeflor. The SP also passed on second reading another ordinance institutionalizing programs and services for solo parents and their children, which was authored by Councilors El Cid Familiaran, Verdeflor and Ang. Verdeflor said the establishment of a VAW desk in every barangay is in support of R.A. 9262, which provides for the indispensable cooperation of barangay officials and punong barangays who are duty-bound to act immediately on complaints pertaining to domestic violence on women and their children. She said that at present, so many barangay officials are not aware of the mandatory responsibility imposed under R.A. 9262, to address the concerns of the victims, especially application for protection orders which they have to issue on the very same day.
