An ordinance establishing the Botika ng Bayan under the socio-economic enterprise unit of the Bacolod City government has been proposed in the Sangguniang Panlungsod.
The ordinance proposed by Councilors El Cid Familiaran and Catalino Alisbo said the Constitution mandates the government to protect and promote the right to health of the people and instill health consciousness among them. It is also mandated to adopt an integrated and comprehensive approach to health development, which will endeavor to make essential goods, health and other social services available to all the people at affordable cost, the ordinance said. The City Government of Bacolod will establish a health program to be known as the “Botika ng Bayan,” at the Bacolod City Health Office Compound, the ordinance said. To efficiently deliver such medical services to the concerned needy, the ordinance Implementing Rules and Regulations will provide a system of refund or discount for senior citizens and Philhealth cardholders and their beneficiaries who are admitted or confined at public or private hospitals, it also said. Funds needed for the establishment of the Botika ng Bayan will come from the 20 percent Development Fund/ City Annual Budget of 2011, it also said.*CGS
