A resolution requesting the punong barangays through the Office of the Liga nga mga Barangay to comply with memorandum circular 2009-09 of the Department of Interior and Local Government which calls for a unified action against illegal drugs and other substances, was approved by the Bacolod Sangguniang Panlungsod Wednesday.
Authored by Councilor Carlos Jose Lopez, the resolution said MC 2009-09 requires all barangays to appropriate a substantial portion of their annual budgets to assist or enhance the enforcement of R.A. 9165 or the Dangerous Drugs Act giving priority to educational program, prevention and rehabilitation of drug dependents. It also requires barangay officials to submit a report that identifies house clusters, work places, streets and puroks where illegal drug transactions are taking place, it said. The resolution said the information gathered will be fed to the National Drug Information System serving as a data base of existing drug situations in localities. None of the barangays have complied with this requirements, it added. Meanwhile, the SP passed on third and final reading an ordinance establishing a Violence Against Women desk in every barangay of Bacolod City, which was authored by Councilors Mona Dia Jardin, Em Legaspi-Ang and Sonya Verdeflor. The SP also passed on second reading another ordinance institutionalizing programs and services for solo parents and their children, which was authored by Councilors El Cid Familiaran, Verdeflor and Ang. Verdeflor said the establishment of a VAW desk in every barangay is in support of R.A. 9262, which provides for the indispensable cooperation of barangay officials and punong barangays who are duty-bound to act immediately on complaints pertaining to domestic violence on women and their children. She said that at present, so many barangay officials are not aware of the mandatory responsibility imposed under R.A. 9262, to address the concerns of the victims, especially application for protection orders which they have to issue on the very same day.
