Several barangay leaders in Bacolod City and other areas in the province gathered to show their support to Abang Lingkod Partylist Rep. Stephen Paduano during the launching of his re-election bid in Negros Island and the Visayas region at the People's House (Bacolod City Government Center), yesterday.
Paduano was endorsed by Rep. Abelardo Benitez (Neg. Occ., 3 rd District), actor Gabby Concepcion and other city officials during the launching yesterday. Concepcion said Benitez was his best man when he wed megastar Sharon Cuneta, and they have been helping Abang Lingkod ever since. He is extending his support to the partylist not for political reasons, but because he and Benitez have been friends since they were in the elementary and high school, he said. Benitez said he has suggested to Paduano to make Concepcion an honorary member of Abang Lingkod. Concepcion said he is also endorsing presidential candidate Grace Poe and vice presidential candidate Ferdinand Marcos Jr. since they are both his childhood friends. Whatever happened in the past, they had no control of so he believes they should be given a chance, he said. He also entertained the crowd with a few songs during a program that was capped by a fireworks display. A motorcade to the government center yesterday was participated in by Abang Lingod supporters. Paduano said the launch was held simultaneously in Bacolod City, in most towns and cities in Negros Island Region, and in the Panay area. Bacolod Vice Mayor El Cid Familiaran said the strength of Abang Lingkod is in its performance, not only in infrastructure but in addressing the health needs of the people. Paduano said they will also support Love Negros candidates in the province particularly Vice Gov. Eugenio Jose Lacson. He said they held a leaders forum in the Barangay Montevista gym at 2 p.m. yesterday that was attended by several political and family leaders who showed their support for him. The Abang Lingkod Partylist which he represents aims to get another seat in Congress which will require the party to gather about 600,000 votes nationwide, Paduano said. Paduano is the first nominee of Abang Lingkod being the incumbent representative, while Rep. Manuel Iway will be the second nominee and Jeffrey Hidalgo of San Carlos City will be the third in case they will be able get two more seats in Congress. The required votes for three seats is about 1.2 million votes, he said. Meanwhile, Paduano said he has filed a House Bill that will require the national government through the Department of Health to put up at least two hemodialysis machines in all public hospitals in the country within three years as many Filipinos are now suffering from kidney trouble. He was also part of the measure to increase the hemodialysis sessions of kidney patients from 45 to 90 sessions per month which is now being implemented, he said. Paduano said he also discussed with the Philippine Charity Sweepstakes Office the possibility of bringing back the subsidy of P20,000 per quarter for kidney patients. When the session resumes in Congress on May 23, he will file a bill for the acquisition of hemodialysis machines so that the passage can be done either in 16th or 17th Congress, he said. He will also work on the financial assistance of P40,000 per heart patient who needs to undergo heart bypass and other procedures, Paduano added. On the other hand, Familiaran said Paduano was able to convince the Philippine Health Insurance Corporation officials to increase the dialysis sessions of kidney patients from 45 to 90 sessions per year. Familiaran said Paduano is helping him with the resolution he had authored urging congressmen in Bacolod City and Negros Occidental to donate hemodialysis machines to Corazon Locsin Montelibano Memorial Regional Hospital after the PhilHealth expanded the coverage for hemodialysis from 45 to 90 sessions per year to lessen the financial burden of its members. * CGS BY CHRYSEE SAMILLANO Visayan Daily Star February 10, 2016 sgg

Rodrigo Suarez, 72, a former truck driver, and Lerma Bacas, 59, a housewife of Barangay Bata, Bacolod City were the oldest among the 266 couples, whose marriages were solemnized by acting Bacolod Mayor Greg Gasataya at the Bacolod Arts and Youth Center in Bacolod City yesterday that fell on the Chinese New Year.
The couple finally decided to get married after living together for about 30 years. They now have four children and six grandchildren. They are happy that their union was finally legitimized and this is for their children so they can officially be registered under the surname of their father, Bacas said, as she wiped away her tears while trying to contain the happiness she felt on her wedding day. The youngest couple, Daniel Delgado, 23, and Angeline Alevari, 21, of Barangay Granada have lived together for about five years and have a 3-year-old son. Delgado is a farm laborer while Alevari is a housewife. The mass wedding with the theme “Maki-isa, Maki-Sali sa Dekadang CRVS (Civil Registration Verification System)” in observance of the Civil Registration Month was held at no expense from the city. The wedding rites proceeded after no one objected to the union of any of the couples nor was there anyone who retreated from his or her commitment to his or her partner, when asked by Gasataya who is vested with the authority to solemnize weddings. Former vice mayor Renecito Novero also offered a prayer of dedication to the couples. Luis Gonzales, who represented the Negros Occidental Philippines Statistics Authority supervising statistics specialist, Joely Cabarles, reminded the couples to always put God in the center of their marriage and family every second of their lives, because He is love. Gonzales said marriage is important because this is the way couples can register their children. Couples, who have lived together, can now have their grown up children use the surnames of their father, he said. The Civil Registrar's Office and the Philippine Statistics Office record any individual or citizen of this country from birth, marriage and death as required by the law. 2013 COUPLES Bacolod Rep. During the opening of the three-day celebration on Friday at the 887 Premier Mall, festival director Jennifer Ong appealed for a trouble-free festival. Suspended Mayor Monico Puentevella and the group of Acting Mayor Greg Greg Gasataya graced the festival opening. Both parties pledged to release the supposed P4-million financial assistance to the event organizers once the city’s 2016 annual budget is approved, said Ong. The city government was not able to release the cash assistance in time for this year’s festival; the Sangguniang Panlungsod is barred from tackling anything in its session until the annual budget is resolved. Filipino-Chinese community leaders William Ong, Ben Lopue, Andres Valenci, Alfredo Barcelona and others also graced the festival opening. Puentevella joined the parade and the opening of the Imperial Village and Chopsticks Alley at the North Capitol Road but he was not present during the opening program at the mall. Also present during the opening were Gasataya’s political allies headed by Grupo Progreso leader Rep. Evelio Leonardia, Acting Vice Mayor El Cid Familiaran, Councilors Em Ang, Caesar Distrito and Roberto Rojas. Festival chairman Jennifer Ong officially opened the festival yesterday during a program at the 888 Premier Mall. Bacolod Rep. Evelio Leonardia, suspended Mayor Monico Puentevella, acting Mayor Greg Gasataya, acting Vice Mayor El Cid Familiaran, Councilors Em Ang, Caesar Distrito, Roberto Rojas, former BacoLaodiat chairmen William Ong, Leonito Lopue, Andres Valencia, Alfredo Barcelona, were joined by the Tsinoy community during the grand parade from the North Capito, Road to the 888 Premier Mall. Puentevella only joined the opening of the Imperial Village and the Chopsticks Alley at the North Capitol Road but left with Councilor Archie Baribar before the program started at the 888 Premier Mall. Ong said they are happy that both parties, referring to Puentevella and Gasataya, have given their commitment to the festival and they are hoping that eventually things will turn out for the better. She said Puentevella extended his support to the BacoLaodiat Festival and also committed to release the budget of P4 million when he returns to City Hall next week. The 90-day preventive suspension Puentevella was meted by the Sandiganbayan in relation to the graft case filed against him that stemmed from the alleged overpriced purchase of computers and software packages at P400,000 each, all worth P26 million in 2001 to 2006, funded from his Priority Development Assistance Fund, or pork barrel, during his incumbency as congressman of Bacolod City, will end on February 14. Ong said they are also happy that people came to celebrate the Bacolaodiat Festival and they hope that they will forget about their problems and enjoy the festival. Leonardia congratulated the Chinese community for continuing the staging of the festival despite the financial constraints they encountered. He recalled that it was during his time as mayor 10 years ago, when the BacoLaodiat Festival was started after he brought officials of the Chinese community to Iloilo to observe how they celebrated their Chinese New Year. When they returned to Bacolod they also did their own Chinese new year celebration and did it better, Leonardia said. “I think the Bacolaodiat Festival has become bigger, although I know it is problematic. In fact, the festival chairman wished that this festival will be free from pressure or problems,” he said. Leonardia said the Chinese community is doing the festival on their own now when it is supposed to be supported by the city. “We all know who created this problem. And because of their sabotage, the 2016 budget was not approved and when this budget will be approved and released later on, someone will turn out the hero," he said. Leonardia said the BacoLaodiat Festival is a celebration of the whole city and he hopes that this should be taken care of. He lauded the Tsinoys who poured in their resources in order to push through with the festival with the hope that the city will release what was promised to them. Also present at the opening were Leonardia's partymates under Grupo Progreso Cindy Rojas, Elmer Sy, Bart Orola, Marlon Solidum, and former vice mayor Renecito Novero. The Dazzling Grand Parade from Lacson Street to 888 Premier Mall was followed by a cultural show participated in by different Chinese schools in the city. The Sangguniang Panlungsod (SP) cannot tackle the barangays’ proposed budgets – and all other matters – until it has approved the city’s 2016 proposed ordinance, explained Acting Vice Mayor El Cid Familiaran. Section 323 of the Local Government Code bars the city council from discussing anything in its session until the proposed annual budget of the city has been tackled. The SP failed to pass Bacolod City’s proposed 2016 budget last year. Barangays whose budgets still have to be approved are: * Alangilan (P4.94 million) * Mandalagan (P15.97 million) * Taculing (P22.5 million) * Pahanocoy (P8.7 million) * Mansilingan (P25.7 million) * Villamonte (P24 million) * Banago (P18 million) * Handumanan (P16.6 million) * Felisa (P4.8 million) * Bata (P16.2 million) * Barangay 11 (P1.7 million) * Barangay 4 (P2.7 million) * Barangay 26 (P2.3 million) * Barangay 16 (P5.5 million) * Barangay 40 (P3.3 million) * Barangay 6 (P2.9 million) * Barangay 3 (P3.1 million) * Barangay 31 (P2.4 million) * Barangay 32 (P1.9 million) * Barangay 37 (P1.9 million) * Barangay 1 (P6.3 million), and * Barangay 30 (P3.4 million). Other barangays submitted their 2016 budget proposals for ratification before 2015 ended and these were approved by the SP, said Familiaran. City Budget Officer Victor Treyes said the SP ratification of the proposed budgets is only a “technical process” and won’t affect the financial operations of the barangays. Even without the SP ratification, he said, barangay councils can already use their funds this year since they have already approved them anyway. Barangay Captain Mona Dia Jardin of Felisa, however, said they cannot implement projects under their 20-percent development fund without the SP ratification. The barangays which requested for the ratification of their appropriation ordinance are Mansilingan (P25.7 million), Villamonte (P24 million), Taculing (P22.5 million), Banago (P18 million), Handumanan (P16.6 million), Bata (P16.2 million), Mandalagan (P15.9million), Pahanocoy (P8.7 million), 1 (P6.3 million), 16 (P5.5 million), Alangilan (P4.9 million), Felisa (P4.8 million), 30 (P3.4 million), 40 (P3.3 million), 3 (P3.1 million), 6 (P2.9 million), 4 (P2.7 million), 31 (P2.4 million), 26 (P2.3 million), 32 (P1.9 million), 37 (P1.9 million), and 11 (P1.7 million). Due to the delay of the ratification, Barangay Felisa Captain Mona Dia Jardin pointed out they will have limitations in the releasing of their barangay funds. She explained barangays can only disburse funds for personnel services, or salaries and per diems, and nothing more. According to acting Vice Mayor El Cid Familiaran, however, the inaction of the SP is because the proposed 2016 budget has yet to be approved. In yesterday’s regular session, Councilor Claudio Jesus Raymundo “Kalaw” Puentevella, chairman of the SP Committee on Finance, said he may be able to submit a committee report by next week if City Budget Officer Victor Treyes will attend the budget hearing next Tuesday. Puentevella said he wishes to determine if the city is able to raise enough revenue to fund the projected budget given the decrease of the city’s Internal Revenue Allocation by P8 million. Treyes was not able to attend the previous budget hearings but the Budget Officer clarified he did not receive an invitation from Puentevella’s committee. “I can attend the hearing if only I was informed about it,” Treyes said. He also admitted the lower IRA allocation will affect the 2016 budget but said the City has reserve funds amounting to 15 percent of its expenses, which could be used to offset the decrease. Treyes even assured the 22 Barangay Chairmen that the city can still provide them with the requested funds while their appropriation ordinance is still pending with the SP because their budgets were already approved by their respective barangay councils./WDJ By Glazyl Jane Marie Y.
