The Bacolod Sangguniang Panlungsod has approved in yesterday’s session the resolution of Councilor El Cid Familiaran to direct the Office of Building Official (OBO) to check all buildings in the city to determine readiness against natural calamities like earthquake. Familiaran said OBO has to make sure that the buildings here are ready or can prevail against certain intensity of earthquake so as not to endanger people. There are old and new buildings in the city. The new ones have surely conform with the building code standard, but the old ones remain questionable. Therefore it is better for OBO to check these buildings to avoid danger soon. He also cited some business establishments newly constructed in town, which he is sure has able to comply with the standard of building code of the Philippines. But those buildings established 8 to 10 years ago, for sure has not met the building code standard, and therefore hazardous to lives and other properties. Caesar Distrito, Em Ang, Al Victor Espino, Mona Dia Jardin, Bobby Rojas, Elmer Sy, Elcid Familiaran, Catalino Alisbo and Sonya Verdeflor were among those Bacolod City councilors who joined the march from Luneta to the SC. The City Council passed a resolution on Tuesday that supports the opposition of the LCP against the SC ruling on the new cities. The process of filing the motion for reconsideration is to ventilate, articulate and crystallize issues affecting City Government administration, and securing, through proper and legal means, solution thereto. The motion serves as the unified voice of the cities advocating policies and continuing autonomy, promoting capacity-building and best practice sharing and strengthening internal and external linkages to lift the nation out of poverty. The case arose after the LCP challenged the constitutionality of the 16 cityhood laws passed during the 14th Congress, wherein the said cityhood laws failed to comply with the requirement set by Republic Act 9009, such as the P100 million locally generated income, land area of 100 sq kilometers and population of 150,000. The first decision of the SC dated November 18, 2008 declared the 16 cityhood laws as unconstitutional. On March 31, 2009, the Court denied the motion for reconsideration by a vote of 7-5. A resolution urging Bacolod City Health Officer Dr. Salome Biñas through the Office of the Mayor to take preventive measures against measles or “tigdas” in Bacolod, was passed by the Bacolod Sangguniang Panlungsod yesterday.
Authored by Councilor El Cid Familiaran, the resolution said measles is a seasonal and viral disease that usually occurs in summer which if not properly prevented or timely medicated will result to the death of the victim. It said that based on TV reports measles has alarmed the public because it has already affected more than 700 people in the Northern Luzon province, most of them young and this has resulted to the death of three children. The SP also passed another resolution requesting the CHO through the Office of the Mayor, to remind all hospitals and medical clinics operating in Bacolod City of Republic Act No.9439. R.A. 9439 is an “Act prohibiting the detention of patients in hospitals and medical clinics on the ground of non-payment of hospital bills or medical expenses.” Authored by Councilor Catalino Alisbo, the resolution said Bacolod is host to many private hospitals and medical clinics that were issued Mayor’s Permit to operate in the city. It said their business permits may be suspended or revoked by the city in case of violation of R.A. 9439, which provides that “it is unlawful for any hospital or medical clinic in the country to detain patients who have fully or partially recovered, or may have died, for reasons of non-payment in part or in full of hospital bills or medical expenses.” The resolution requests the CHO to monitor private hospitals and medical clinics who may have violated R.A. 9439 and to provide appropriate sanctions on them.*CGS BY CHRYSEE SAMILLANO Visayan Daily Star BACOLOD City Police Office (BCPO) officer-in-charge Ricardo De la Paz directed Wednesday the eight police station chiefs to intensify their respective campaigns against illegal gambling after City Councilor El Cid Familiaran gave BCPO a poor performance rating with regard the illicit betting.
De la Paz said the observation of Familiaran, who chairs the City Council Committee on Police Concerns, will serve as a challenge to the Bacolod police to intensify the campaign against illegal gambling “even if for the month of February, BCPO topped the Police Regional Office-6 performance on the campaign against jai alai.” He said it only showed that BCPO is serious in the campaign against illegal gambling “but we will double our effort against jai alai here in Bacolod.” Published in the Sun.Star Bacolod newspaper on March 03, 2011. The Bacolod Sangguniang Panlungsod approved Wednesday a resolution requesting acting Bacolod City Police Director, Senior Supt. Ricardo De la Paz, to direct all his police commanders to help the Bacolod Traffic Authority Office in cleaning the city of colorum motorized tricycles plying its streets to the prejudice of legitimate motorized tricycle operators.
Authored by Councilor Dindo Ramos, the resolution said despite the compliance of operators by motorized tricycles-for-hire of City Ordinance 436, Series of 2007, they did not enjoy the protection of the city government as they are forced to compete for passengers with the drivers of colorum motorized tricyles who continue to ply the routes specified under the ordinance, unhampered. The active participation and strict enforcement of C.O. 436 by the police in all police stations in Bacolod City will definitely put order in the city and help cleanse the streets of illegal tricycle operation and would force all other tricycle operators to secure business permits and franchises for their units to operate under C.O. 436, it said. Meanwhile, a resolution urging the BTAO through the Office of the City Mayor to take immediate preventive measures against accidents, especially along the Circumferential Road in Bacolod City, is being proposed by Councilor El Cid Familiaran. The proposed resolution said that recently, several accidents occurred along the Circumferential Road approaching the Bacolod City Government Center. Although the incidents did not cost lives, nevertheless it is alarming because it usually involves over-loaded 10-wheeler trucks loaded with 30-40 tons of sugarcane which either bump or accidentally skid, trampling over smaller vehicles, it said.*CGS Visayan Daily Star |
