THE City Council of Bacolod City approved the preliminary pproval and locational clearance for the Granada-Vista Alegre Relocation Site II during their Regular Session last September 1.
Councilor Caesar Z. Distrito, chairman of the Committee on Urban Planning and Development, recommended and moved for the approval of the said clearance which is necessary in order to develop the relocation site in the said area. “The approval of this clearance is very much awaited since many residents of the City, who were demolished need to be relocated on the said area”, Distrito said. The approval of the Locational Clearance was approved by virtue of the vote of seven Councilors, Homer Bais, Bobby Rojas, Em Ang, Mona Dia Jardin, Al Victor Espino and Carl Lopez with the abstention of four Councilors Archie Baribar, Sonya Verdeflor, El Cid Familiaran and Catalino Alisbo. Based on the Certification issued by the City Planning and Development Office, the said property with an area of 586, 681 square meters was zonified as residential zone as per City Ordinance 216, Series of 1998 and the HLURB issued Resolution 717 dated March 20, 2002 that the said property was classified for Future Urban Use and conforms with the Comprehensive Land Use Plan of the City of Bacolod. THE Bacolod City Council passed on first reading a proposed amendatory ordinance that seeks to establish a parking area at the Burgos public market.
The proposal amends a portion of Section IX of the Comprehensive Traffic Code of Bacolod City to designate another parking area on the west side of Hilado Street, between Burgos and Galo streets. Proponent Councilor Caesar Distrito, chairman of the City Council Committee on Markets and Slaughterhouse, said that the Traffic Code of Bacolod City designates a parking space only on the east side of Hilado Street, “which is not enough to accommodate the people who regularly visit the market.” He added he proposed the ordinance following complaints of market vendors on the strict ‘no parking’ policy being implemented by local traffic enforcers, “which drove away their costumers and greatly affected their sales. This (proposal) will allow them to park on that area without being apprehended.” The proposal is co-authored by Councilor El Cid Familiaran. Carla N. Canet Sun Star Bacolod The opening of the north terminal in Barangay Bata, Bacolod City, is scheduled next weekend, Bacolod Vice Mayor Jude Thaddeus Sayson said yesterday.
Sayson, vice chairman of the Bacolod Traffic Authority Council, said the city government has not declared that the terminal will be opened today or last August 27. Whoever made that announcement may have gotten his information on the contractor, he said. Sayson said Councilor Dindo Ramos, chairman of the Sangguniang Panlungsod Committee on Transportation and Traffic Management, had inspected the terminal and found out that there is a need to establish a route from the north terminal to the Shopping area. Meanwhile, an ordinance amending Section IX (B) of City Ordinance 338, Series of 2003, or an ordinance regulating traffic, parking, towing and other transporting or commuting activities in the streets of Bacolod City, establishing the route system of public utility vehicles and trucks, and redefining the loading and unloading zones in Bacolod City, was passed by the Bacolod Sangguniang Panlungsod on first reading Wednesday. Authored by Councilor Caesar Distrito and co-authored by Councilor El Cid Familiaran, the ordinance said City Ordinance 338, Series of 2003 designates a parking space on the east side only of Hilado Street, between Burgos and Galo streets. It said the space is not enough to be used as parking space for the vehicles of customers who regularly go to the South Public Market (Burgos Market). Market vendors have complained that the city enforcers implemented the “no parking” policy in the area and that drove away their customers and greatly affected their sales and profits, the resolution said. The ordinance amends Section IX (B) (5) of C.O. No. 338, Series of 2003 as “Parking system, towing and impounding illegally parked or stalled vehicles,” and allows diagonal parking on the east and west sides of Hilado Street, between Burgos and Galo streets, and along Hilado Street.*CGS CHRYSEE SAMILLANO Visayan Daily Star Two medical missions were held recently by Katilingban nga Nag-Hiusa Inc. that benefited 834 individuals, a press release from Kasanag said.
The first was held in Purl Sulum, Brgy. Mandalagan, Bacolod City organized through the Kasanag Mandalagan chapter officers led by Tery Montilla and Richie Balgos that benefited 200 patients. The second was conducted at the Brgy. Tangub gymnasium with 634 patients as beneficiaries. The free services included adult cheek-up, pediatrics, circumcisions, massage, haircut, eye check-up, tooth extraction and supplemental feeding, and 200 eyeglasses were distributed free, the press release said. Authored by Councilor Catalino Alisbo, C.O. 551, or an ordinance creating a Medico-Legal and Forensic Laboratory Division in the City Health Office and reassigning a Medical Officer V as the head with the necessary personnel to the same division, was passed by the SP on Aug. 10, 2011. In his letter to the SP and Vice Mayor Jude Thaddeus Sayson dated September 1, Leonardia said there is no position of Medical Officer V in the present staffing pattern of the CHO, and the position, as embodied in the approved index of occupational services by the Department of Budget and Management, was modified to Medical Officer IV. He also said that the proposed ordinance, if approved, would violate the 45 percent general limitation on personnel services as mandated by Article 420 of the Implementing Rules of the Local Government Code of 1991. Meanwhile, the SP passed on second reading yesterday an ordinance providing hospital, accident and life insurance to all barangay officials, tanods, barangay health workers and lupon members. Authored by Councilor Caesar Distrirto, the ordinance provides that the insurance coverage will be on top of the Philhealth insurance that the barangay officials, tanods, health workers and lupon members collectively or individually secure from the Philhealth. It also provides that P1 million will initially be allocated from the general fund of the city for the purpose. The SP also approved yesterday a resolution urging the local chief executive to fully implement the Environment Code of Bacolod City. Authored by Councilor El Cid Familiaran, the resolution said that in order to genuinely address the state of the city’s environment and to confront the real threat and danger brought by climate change, the city has no option but to fully implement the Environment Code of Bacolod City. A resolution requesting the Department of Public Works and Highways, in coordination with the Bacolod City Engineer’s Office and Bacolod Traffic Authority Office/Traffic Management Unit, to install visible reflectors, signages and adequate lighting at the Bacolod flyover and to all public works and road construction projects, authored by Councilor Em Ang, was approved by the SP yesterday.*CGS CHRYSEE SAMILLANO Visayan Daily Star |
