A proposed ordinance providing hospital, accident and death insurance to all barangay officials, tanods, barangay health workers and lupon members filed before the Bacolod Sanggunian is up for public hearing.
The proposal was filed by Councilors Caesar Distrito, Em-Legaspi Ang and Carlos Jose Lopez. Distrito said the ordinance aims to provide hospital, accident and death insurance to barangay officials, workers and volunteers who are always at the forefront of public service and are prone to accidents and trouble. It also aims to give assistance to barangay tanods who serve as volunteers or police auxiliaries who help maintain peace and order without the benefit of protection, he said, adding that some of them have died in the line of duty but received no benefits since they have no insurance, and some are burdened with hospital bills. Meanwhile, the SP approved a resolution requesting Social Services and Development Office head, Sally Abelarde, through the Office of the Mayor to apprehend or round-up rugby boys and girls in the city. THE calibration of the weighing scales in the three public markets in Bacolod City is being pushed by Councilor El Cid Familiaran who proposed a resolution requesting the Office of the City Mayor to undertake the calibration of all weighing scales in the Central, Libertad and Burgos public markets.
He cited complaints from Bacolod residents regarding the inaccuracy of the weighing scales in the markets as the reason that prompted him to file his resolution. “How come that these things happen in public markets, which are supposedly under the supervision, regulation and control of the City Government of Bacolod?” he asked. Most people who go to the public markets are ordinary people who could hardly afford to buy goods in malls and supermarkets. It is unconscionable that the City Government will just close its eyes and continue allowing these poor people to be cheated by unscrupulous vendors, Familiaran stressed. Aside from the inaccurate weighing scales, City administrator Dr. Rogelio Balo and Councilor Caesar Distrito have raised the concerns on the huge collectibles on market rentals, which reached P34 million. The city has taken the first step in addressing this problem by serving demand letters to delinquent market stall occupants and awardees. Other occupants have even sub-leased their stalls, which is in violation of the Market Code of Bacolod City. Some have made use of the market spaces for purposes other than its usual and original purpose of usage. These concerns are now in the City Council for its deliberation. Canet Sun.Star Bacolod The Committee on Markets and Slaughterhouse of the Bacolod Sangguniang Panlungsod met to discuss matters including cleanliness, sanitation and delinquency in the payment of market stall rentals, a press release from the city said.
Representatives from the City Treasurer’s Office said the city is burdened by almost P40 million in taxes due from stalls at the three major markets – Libertad, Burgos and Central Market. The CTO has served demand letters to delinquent stall and block owners to avoid closure and termination of their contracts. It was found that tenants at the Central Market have the biggest delinquency in rental arrears amounting to P16,484,075.41, the press release said. Tenants at the Libertad Public Market have P11,297,552.24 in arrears, while those at the Burgos Public Market have accumulated P6,784,967.90, it added. On the other hand, vendors who are religiously paying the city are complaining that it is unfair for them as those who are not paying continue to occupy stalls and blocks, when delinquency in rental payment is ground for termination of lease contract. City Administrator Rogelio Balo suggested that the City Engineers’ Office be included in all meetings of the committee, to emphasize its role in improving the markets. The committee is now conducting a thorough study in order to come up with a viable solution to this perennial problem in the markets, the press release said. Meanwhile, a resolution requesting Balo through the City Mayor’s Office to cause the calibration of weighing scales used in all the public markets in Bacolod City is being proposed by Councilor El Cid Familiaran. The proposed resolution said several market goers have complained that the weight of fish, meat or similar goods that they have bought do not tally with their supposed weight. Familiaran, chairman of the Sangguniang Panlungsod Committee on Cooperative and Livelihood Development, also proposed another resolution requesting the officer-in-charge of the City Cooperative and Livelihood Development Office through the CMO to submit to his committee their accomplishment report for 2009-2010.*CGS BACOLOD City Mayor Evelio Leonardia said that he and former city councilor Greg Gasataya have discussed and understood each other fully well regarding his choice of Dr. Rogelio Balo to serve as city administrator.
He said he never promised this position to Gasataya, contrary to what was circulating about the alleged appointment of Gasataya as the next city administrator. "Greg and I had a man-to-man talk regarding this matter. The issue was just over blown but I still believe that this matter can still be resolved," Leonardia said. Gasataya finished his three terms as city councilor from 2001 to 2010. During the 2010 election period, his name came out as the alleged choice of the mayor to be the next city administrator. This has gained the support of the "Voltes 5" councilors who continuously pushed for Gasataya to be the next city administrator. Balo's appointment, which was endorsed by the city mayor, did not yet get the concurrence of the Bacolod City Council, which has until August 4 to act on the concurrence of Balo's re-appointment as city administrator. Balo has 25 years of top management and administrative work experience here and abroad.
