A resolution requesting acting Department of Interior and Local Government director Eduardo Basinag to line up capacity building activities and trainings for the new barangay tanods and lupons in Bacolod City, was approved by the Bacolod Sangguniang Panlungsod yesterday.
The resolution said that after the October 25, 2010 Barangay and Sangguniang Kabataan elections, each new barangay government unit will appoint a new set of barangay tanods and lupons. It said tanods and lupons are indispensable providers of frontline services for keeping peace and order and in mediating complaints and cases lodged with the barangay. So the new set of tanods and lupons will be more effective, pertinent trainings or capacity building is highly recommended, the resolution added. The resolution was authored by Councilor El Cid Familiaran, who acted as presiding officer yesterday as Vice Mayor Jude Thaddeus Sayson is attending the Vice Mayors League activity. Meanwhile, the SP passed on first reading an ordinance amending Section 4 of City Ordinance No. 179, Series of 1981 which regulates the distance of night clubs and other similar places, from public buildings, schools, hospitals and churches. C.O. 179 penalizes the establishment, maintenance and operation of houses of amusement and the like, within a certain radius of public places and schools. The amendatory ordinance being proposed by Bacolod Councilor Carlos Jose Lopez, provides that “any person, firm or corporation violating any provisions of C.O. 179 will be fined not less than P500 and not more than P2,000 or imprisonment of not less than six months and not more than one year at the discretion of the court.”*CGS BY CHRYSEE SAMILLANO Visayan Daily Star
