This was stressed yesterday by Bacolod Councilor El Cid Familiaran, after a public hearing on his proposed ordinance establishing guidelines governing the qualifications and procedures in the accreditation of mobilizers of localized community mortgage program (LCMP) projects of Bacolod City. The councilor pointed out that the ordinance shall be calledthe LCMP Mobilizer Accreditation Ordinance of Bacolod City. Familiaran said the purpose of the ordinance is to standardize the qualifications and procedures that may qualify non-government organizations (NGO) and civil society organizations to mobilizeprojects under the LCMP. This is to set guidelines for the LCMP, he reiterated as he cited the reports claiming that there are mobilizers who are reportedly collecting big amount of money from the community, which makes the poor residents suffer, Familiaran added. Familiaran claimed that the city government of Bacolod has 25 percent counterpart for the P50 million allocated funds from the Social Housing Finance Corporation (SHFC), which is intended for the LCMP. Familiaran saidthe program of the national government through the SHFC is intended to buy privately-owned properties to be sold to the community.
