Bacolod City – Councilor El Cid Familiaran wants police visibility increased as criminals are getting bolder.
He cited the latest rape-slay of a 19-year-old student here and the shooting to death of a construction worker by a riding-in-tandem gunmen. He said he will raise the concern in the upcoming meeting of the City Peace and Order Council (CPOC). Familiaran, chairman of Sangguniang Panlunsod committee on public matters and security, is pushing the re-implementation of the Association of Barangay Council under Police Precinct (ABCUPP) to deter crimes. ABCUPP was implemented during the term of former mayor Luzviminda Valdez. He said it greatly lowered the crime rate in the city. It is a good anti-crime drive if the barangays could help by deploying 10 tanods (watchmen) to reinforce the policemen in establishing police presence in crime prone areas, he said. He noted the city lacks policemen, thus, volunteers are needed to maintain peace and order. However, he said his proposal will depend on the mayor. By: Dolly Yasa The Daily Guardian
