Relative to the implementing rules on the proposal of Sec. Dinky Soliman of the Department of Social Welfare and Development (DSWD) regarding barangay database in implementing the Conditional Cash Transfer (CCT), Councilor El Cid Familiaran will propose today at the regular session of Sangguniang Panlungsod, to inquire from the office of the mayor through the City DSWD officer Sally Abelarde as to the readiness of her office to respond.
Coun. Familiaran stated in his resolution that the proposal of Sec. Soliman is being debated in Congress now for the approval of P21 billion CCT for the country’s poverty reduction by helping the poorest of the poor considered beneficiaries. There are 4.2 million families nationwide who are supposed beneficiaries of the CCT, who are located in the towns and barangays. This is to ensure the attendance of children in schools, and sent the mothers to health centers for regular check up. Thus, Coun. Familiaran said, it would be proper, prudent and pressing for the city as local government unit to be prepared that whenever such proposal is approved, the city, through the DSWD is ready to implement the programs as mandated through CCT. The program referred to by DSWD involving the school children and mothers, is the 4 Ps - Pantawid Pamilyang Pilipino Program, wherein the beneficiaries are poor families in the urban and rural communities, whose income is less than P3,000.00, with 5 or more children who are schooling. Every child is given monthly P300.00 for school supplies, and P500.00 for mothers particularly those who are lactating or pregnant. That they must have regular check up with the doctor.
