An inmate stabbed his cellmate at the Metro Bacolod District Jail Special Intensive Care Area at Magsaysay Avenue in Bacolod, at about 1:25 a.m. yesterday, Chief Insp. Larry Fuentes, jail warden of MBDJ with SICA, said. Jared Banay, 34, of Barangay Magsungay in Bacolod, was wounded in his neck and was brought to the Corazon Locsin Montelibano Memorial Regional Hospital, Fuentes said. Investigation showed that Banay was sleeping when he was stabbed by Harry Articuna, 33, of Barangay 10 in Bacolod, with an improvised bladed weapon made of tiny steel, allegedly over a misunderstanding, Fuentes said. Banay is now in stable condition and has been released from the hospital, Fuentes also said. Articuna has been detained since 2012 for the crime of theft, while Banay, who was endorsed to the jail on August 1, 2014, has a pending case for robbery. Fuentes said Articuna is now under restriction and in a separate cell. In June, two stabbing incidents took place at the MBDJ with SICA in a week. With this regard, Fuentes said he is pushing for the passing of a proposed ordinance prohibiting the smuggling and sneaking-in of contrabands in all detention cells, jails, correctionals, reformatory centers, and in all similar institutions in Bacolod. Under the proposed ordinance authored by Bacolod Councilor El Cid Familiaran, chairman of the Sangguniang Panlungsod Committee on Police, Security and Jail Management, fines and penalties will be imposed on violators, Fuentes said. Visitors or inmates who sneak in or smuggle nuisance contrabands will be fined from P1,000 to P3,000, and meted imprisonment of one month to six months, depending on their offenses, at the discretion of the Court, Fuentes said. The proposed ordinance will be a big help for personnel of facilities such as the MBDJ, Fuentes said. “Before, we only reprimanded violators and cancelled their privileges like visitation, but there will be penalties once the ordinance is approved,” Fuentes said.*SGG BY SHIELA GELERA
