An ordinance creating, establishing and developing local economic enterprise to be represented separately under the General Fund Budget of the City of Bacolod, was passed on first reading Wednesday by the Bacolod Sangguniang Panlungsod.
The ordinance, proposed by Councilor Caesar Distrito, said there is a need to create and establish local economic enterprises for several offices and departments of the city to identify them as earning and revenue-generating agencies. Considering that these offices are earning on their own, it would be reasonable for their personnel to be exempted from the mandatory salary-cap ceiling as required by law, thus, the city could hire needed personnel without such limitation, it said. The Local Government Code clearly provides the legal basis for the creation, establishment and development of economic enterprise, it added. The proposed ordinance covers the City Cooperative and Livelihood Office, Bacolod City College, Bacolod Housing Authority Office, City Veterinary Office, and the operation of markets. All canteens and food courts operated by the city government, including those within the perimeters of the Bacolod City Government Center, will be considered and identified as local economic enterprises, the proposed ordinance said. Meanwhile, a resolution adopting pertinent provisions of the Budget Operations Manual for the establishment of local economic enterprises of the City of Bacolod is being proposed by Councilor El Cid Familiaran.*CGS Visayan Daily Star
