The residents of Purok Magnolia, Brgy. 7, Bacolod City, have appealed to the Mayor through the Sangguniang Panlungsod to defer the demolition of their structures in 14 th and 15 streets until “certain issues” are clarified.
In their letter dated July 17, the residents asked the city officials to determine the purpose of the road lots, foot walk and open spaces bought by the city from the Government Service and Insurance System. They also cited an ordinance authored by Councilor El Cid Familiaran stating that demolitions should not be implemented during classes. Beloria said they held a dialog with the residents of Brgy. 7 yesterday and they agreed to meet again on Monday to clarify some legal issues. Beloria also said they were not invited during public hearings conducted regarding the ordinance. The portion in the ordinance about deferring demolitions during classes is vague, since the dates of the closing of classes are different for various levels, and summer classes are also being held, he added. Beloria said only 15 th and 16 Streets and part of 17 th Street will be affected by the demolition. Out of the 29 affected families in Brgy. 15, only three are not qualified for relocation, he said, adding that they have no problem with the affected families in 16 th Street. Beloria said the Barangay 15 officials and the affected residents are willing to cooperate with the city, while Kadamay is willing to help facilitate their application. He said there are residents of Barangay 7 who want the access road opened so they can use it and also because of several fire incidents in the past where fire trucks could not enter the area.
