This was stressed yesterday by Bacolod Councilor El Cid Familiaran, chairman of the Sangguniang Panlungsod (SP) Committee on Police Matters and Security, as he disclosed that the SP had unanimously approved the recommendation of the Bacolod City Police Office (BCPO) and the Bureau of Fire Protection (BFP) to allow the members of Bacolod City Fireworks Vendors Association (BCFVA) to occupy the old firecracker zone. Earlier, the city decided to transfer pyrotechnics vending at Baywalk, however, this was opposed by the vendors who claimed that the place poses danger since it has no exit areas in cases of emergency situation. Familiaran said the job to determine the safety of the firecracker zone, or place where vendors can display and sell pyrotechnics, has been delegated to the BCPO and BFP. The councilor said the return of the firecracker vendors on the leased 2,000 square meter lot at the back of Pope John Paul II tower was recommended by the BCPO and BFP despite the opposition posed by the management of SM City Bacolod. The mall management had initially opposed the return of the firecracker vendors on the lot they occupied last year, however, they reconsidered their previous opposition following the request of the vendors. Meanwhile, Familiaran reminded the vendors of the rules they have to observe at the firecracker zone. He said the kiosks or stalls should be one meter away from each other. He said fire extinguisher and water containers are needed for emergency cases, adding that the use of electricity is prohibited.
