The Sangguniang Panlungsod of Bacolod has joined the opposition to the proposal of the Social Security System of an eleven percent increase in premiums, and approved a resolution for its deferment, a press release from the city said.
Councilor Caesar Distrito filed a resolution asking for deferment of the proposal for the sake of employees and the self-employed individuals, because of the continuing surge in the prices of commodities, the press release said. Councilor El Cid Familiaran, meanwhile, said that increasing the premiums will redound to increased retirement benefits – or the equivalent of P5 for every peso contributed. Councilor Al Victor Espino said the Philippine peso is not worth what it was two to three months ago with the prices of commodities on the upswing. An ordinance institutionalizing Arbor Day in Bacolod City, was approved on final reading by the Bacolod Sangguniang Panlungsod Wednesday.
The ordinance enjoins the participation of everyone, and requiries city scholars/summer jobbers students and students of Bacolod City College to plant at least 10 seedlings every year. Arbor Day refers to an official day devoted for tree-planting observed in all 50 states of the United States, usually in spring. Authored by Councilor El Cid Familiaran, the ordinance said city scholars/summer jobber students and BCC students will plant at least 10 seedlings during tree planting months, under the supervision of the head of the Public Employment Services Office or BCC administrator. Through the ordinance, the city will declare the last Saturday of June and every year thereafter, as its Arbor Day. It added that, for effective tree planting activities, the city should declare the months of June, July, August and September as tree planting months of every year, to kick off on the last Saturday of June to coincide with the country’s and international annual observance. Under the ordinance, the Environment and Natural Resources Office is mandated to create and establish a seedling nursery and detail a city-paid worker for maintenance. Meanwhile, the SP approved on second reading Wednesday an ordinance establishing a sustainable program for children with special needs in Bacolod City, and also passed a resolution requesting Mayor Evelio Leonardia to implement the Bacolod Archives Ordinance, authored by Councilor Em Legaspi-Ang. Leonardia said the present tuition fee charged by the Bacolod City College at P30 per unit is the cheapest college education in the whole Philippines. Iloilo is starting its City College with a tuition fee of P100 per unit, he said, so it clear that the BCC tuition fee is being subsidized by the city. “Effectively we are spending our budget on education,” he added. Leonardia said the scholarship program provides a maximum of P20,000 per semester per student, or about P40,000 a year. If a scholar finishes in four years, the city have spent P160,000 aside from allowances, he said. Because of the policy that scholars should be provided allowances, their number has reduced, he added. The request came as the city scholars continue suffering from the delayed allowances and tuition subsidies from the Local Government of Bacolod. The resolution cited the numerous reports concerning the city scholars' problems, which have been aired over media outlets and which have circulated around the city. Such complaints by the scholars range from unpaid tuition fees for a number of semesters and withholding of allowances that scholars are entitled to under City Ordinance 386, Series of 2005. Reports further state that because of such conditions, many city scholars have quit college because the schools they attended would no longer enroll them. Others were forced to quit because they have not received their allowances for the past two or three semesters. Familiaran said the implementation of the present city's scholarship program and the plight of the city scholars deserve to be looked into by the City Council. For the council members to appreciate the problems and concerns raised, including questions on the implementation of the city's scholarship program, they need pertinent data, Familiaran added. Mayor Evelio R. Leonardia has also expressed concern on the plight of the city's scholars. He said that he will re-evaluate the city's scholarship program. Negros Daily Bulletin POLICE Station 3 led by Police Inspector Jose Mulleta was declared the best police station in Bacolod City Police Office’s (BCPO) 2011 first quarter evaluation and received its award during BCPO’s “Adlaw sang Pagdayaw” celebration at BCPO headquarters Monday.
The awarding was led by BCPO Director Ricardo De la Paz, with Mayor Evelio Leonardia, Councilors Al Victor Espino, Roberto Rojas, El Cid Familiaran and Catalino Alisbo. Station 5 led by Police Inspector Niel Exaltado ranked 2nd place while Station 9 led by Police Senior Inspector Jeffrey Attunaga settled for 3rd place.Police Station 1 led by Police Chief Inspector Luisito Acebuche was also cited as Best Police Station for 2010. Further, Acebuche snared the Best Senior Police Commissioned Officer (PCO) in 2010 award while Police Senior Inspector Joemarie Occeña was awarded as Best Junior PCO in 2010. On the other hand, Leonardia also lauded the performance of former BCPO Director Senior Supt. Celestino Guara who served the city for almost two years, stressing that Guara also passed the challenges during his stint as the chief of BCPO. Station 4 gets ‘kalabasa’ award Former Station 4 commander P/SInsp. Leilani Garcia, presently head of BCPO’s Police Community Relations, received the “kalabasa” award for her former station’s low evaluation results. De la Paz said the “kalabasa” award should serve as challenge for the recipient to strive and improve their performance within their area of responsibility. The city director clarified that it doesn’t mean that Garcia and her men in were ineffective. “They only missed some points on how to solve crime incidents within their area of responsibility. The award should motivate them to improve their performance,” he stressed. In succeeding quarters, De la Paz vowed to continue evaluating the different police stations in the city and giving them their corresponding awards.
