BACOLOD City – After the hectic elections, most incumbent officials in this city went either on official travel or leave. Records from Sangguniang Panlungsod (SP) secretary Vicente Petierre showed that various councilors were not able to attend their regular sessions on May 12, 18 and 25. Those on official leave on May 12 were councilors Claudio Jesus Puentevella, Jose Carlos Lopez, Noli Villarosa, Alex Paglomutan, and Jocelle Batapa-Sigue. On May 18, on official leave were Vice Mayor Greg Gasataya, councilors Lopez, Paglumotan, Villarosa, and Caesar Distrito. Councilor Em Ang was on official travel that same day. Ang was on official leave on May 25 while councilors Lopez, Villarosa and Roberto Rojas were on official leave. The SP still has five regular sessions before the new administration takes over noon of June 30. The sessions are scheduled on June 1, 8, 15, 22, and 29, said Villarosa. Outgoing Vice Mayor Gasataya has started preparing for the turnover of office to Vice Mayor-elect El Cid Familiaran. BACOLOD City – Vice mayor-elect El Cid Familiaran was not bothered by the Commission on Elections’ (Comelec) decision to grant a manual recount of votes cast in five precincts here. Familiaran did not even bother to send a representative to the recount that started Tuesday morning at Comelec central office in Intramuros, Manila. The recount came about after defeated candidates Mayor Monico Puentevella (for mayor) and Vladimir Gonzales (for vice mayor) filed electoral protests last week against mayor-elect Evelio Leonardia and Familiaran Familiaran said he had no time to send a representative in Manila and witness the manual audit because his office received Comelec’s notice only on Monday afternoon. The outgoing councilor said he is confident that the election results were accurate. He also noted that the ballots from the three precincts here have been subject to a random manual audit. If there would be any discrepancy found during the audit, Familiaran said he believes they would only include minor glitches, such as incorrect shading in the ballots that vote counting machines failed to read. Leonardia sent his counsel, Edward Joseph Cuansing, to witness the audit, while Puentevella said his lawyers from the Calleja Law Firm represented him and Gonzales. Allen Francis Abaya, acting director for Comelec’s Electoral Contests Adjudication Department, issued two notices on Monday granting a manual audit of ballots in precincts 0092A, 0093A, 00093B, 0094A, and 0099A as petitioned by Puentevella and Gonzales. Puentevella, who led the Magbinuligay Kita sa Kauswagan (MKK) political group, claimed that about 40,000 voters here did not actually cast their votes for the city’s three top elective posts. With a record 120,231 votes or a lead of 22,238, Leonardia ended “The Final Battle” between him and Puentevella, with whom he has a long-running political contest that goes all the way back to 1988. As neophyte politicians, Leonardia and Puentevella started their political careers in 1988 when they both ran for the city council. Leonardia topped that election; Puentevella came in second. Three years later, they both ran for vice mayor; Leonardia won. Their rivalry went on mainly over the media, as both ran for different posts after that: Puentevella went for Congress while Leonardia took City Hall. They met again in 2010, when Puentevella aimed for the mayorship after his congressional stint. Leonardia won that one, too. Congressional candidate Vice Mayor Greg Gasataya becomes the successor of Leonardia after he garnered 85,467 votes against MKK congressional candidate former Vice Mayor Jude Thaddeus Sayson, with 84,431 votes.
