The Bacolod City Police Office has reiterated its request for the passage of the Sangguniang Panlungsod Resolution authorizing the charging of payment of expenditures against the current budget of PAGCOR Fund of the executive share for the month of October.
Bacolod City Police Office Director Senior Supt. Celestino Guara, in his letter to Vice Mayor Jude Thaddeus Sayson, dated October 18, 2010 said the resolution that will enable the release of the amount of P478,000 for the month of September 2010 is still pending. Of the P478,000, the amount of P220,000 will be given to BCPO headquarters, P20,000 for Police Station 1, P135,000 for Police Stations 2 to 10, P30,000 for Mobile Tactical Unit, P10,000 for Theft and Robbery Section, P5,000 for the Women’s Desk, P10,000 for the Drugs Enforcement Unit and P8,000 for the Police Community Relations Office. He said the amount to be received by BCPO will be used to settle their account with a gasoline station, to avoid cutting off from gas withdrawals by fuel providers. THE Bacolod City Police Office (BCPO) has not yet paid its obligation on its gas consumption for several months as its budget, which is being sourced from the Philippine Amusement and Gaming Corporation (Pagcor) executive share, has not been approved by the City Council.
BCPO Director Celestino Guara wrote Vice Mayor Jude Thaddeus Sayson through Councilor El Cid Familiaran, chairman of the City Council Committee on Social Defense, reiterating BCPO’s request for passage of the resolution, which will authorize the payment of expenditures chargeable to the current budget of Pagcor Fund for September 2010 in the amount of P478,000. Since August to October this year, BCPO reportedly did not receive the supposed monthly release of their share from the Pagcor’s executive share. Earlier, the City Council asked Guara, in the form of a resolution addressed to the BCPO chief, to provide the list of apprehensions which the BCPO had accomplished in its anti-jai-alai campaign in the city. The council asked for the list of apprehended individuals and the name of their respective operators/bookies engaging in illegal gambling, particularly jai alai, since June 2010 indicating the date and place of arrest made and the status of each apprehension, the resolution stated. In Brgy. Tangub, there are eight candidates for punong barangay. One of the best barangay leaders I have known is Captain Bebot Fuentes of Brgy. 17, Diting Descalsota of Brgy. 28, and Rommel Diaz of Brgy. 22. It’s a pity they are graduating now. There are many other good candidates. Barangays are better run now because they have a budget from the real estate taxes earned by the barangay. And the officials are paid for their services. In the past when barangays were called barrios, officials were not receiving anything. It is not enough that people in the barangay participate in activities of the community. See to it also that the funds of the barangay are managed transparently. That is why it also pays that in the barangay council, there is opposition there, too, people to blow the whistle, if needed. The resolution said that after the October 25, 2010 Barangay and Sangguniang Kabataan elections, each new barangay government unit will appoint a new set of barangay tanods and lupons. It said tanods and lupons are indispensable providers of frontline services for keeping peace and order and in mediating complaints and cases lodged with the barangay. So the new set of tanods and lupons will be more effective, pertinent trainings or capacity building is highly recommended, the resolution added. The resolution was authored by Councilor El Cid Familiaran, who acted as presiding officer yesterday as Vice Mayor Jude Thaddeus Sayson is attending the Vice Mayors League activity. Meanwhile, the SP passed on first reading an ordinance amending Section 4 of City Ordinance No. 179, Series of 1981 which regulates the distance of night clubs and other similar places, from public buildings, schools, hospitals and churches. C.O. 179 penalizes the establishment, maintenance and operation of houses of amusement and the like, within a certain radius of public places and schools. Familiaran also told NDB that he will be able to give his rating on the performance of Mayor Bing probably during his next SOCA the following year. El Cid Familiaran also shared the views of Councilor Archie Baribar that the City has to push the Bacolod City Police Office on the campaign against illegal gambling activities in the City. Jai-alai operations in the City are rampant but there is still no big catch for the police as of the moment. Familiaran further said that members of the Monopal Team will support the agenda of the Mayor for as long as it is pro people and for the betterment of the City.
