Several ordinances passed by the legislative body, however are not implemented due to non-allocation of funds. Relative to this, the resolution of Bacolod Councilor El Cid Familiaran was approved by members of the Sangguniang Panlungsod (SP) during the recent session, requesting Mayor Evelio Leonardia to allocate funds from the incoming 2012 annual budget of the city, for the unimplemented approved ordinances.
The unimplemented city ordinances include: City Ordinance Number 249, Series of 2000, creating a revolving fund for interim financing of land to be acquired by the associations with pending applications under the community mortgage program of the National Home Mortgage Finance Corporation, subject to conditions set herein - P30,000.00; City Ordinance 351, series of 2003, creating the council of coastal barangays (CCB) of Bacolod City, providing for its purposes, compositions and functions, and approving funds therefore - P1 million; City Ordinance 412, series of 2006, mandating the care and development of municipal waters and foreshore lands of Bacolod City, by the establishment, management and utilization of artificial reefs therein, in the context of environmental, eco-tourism and livelihood programs for coastal communities of the city of Bacolod - P200,000.00; City Ordinance 499, series of 2009, granting lifetime old age assistance in the amount of P1,000.00 monthly to the retired members of Bacolod City Police Office PNP, including the former PC-INP retirees, and providing funds thereof - P1.5 million; and other city ordinances which fund is indispensable, for the program and basic services in the barangays. Familiaran also resolved that if these and other ordinances are only properly implemented, these would have surely benefit ed the city and its people,especially the poor.Per evaluation according to Familiaran, the non-implementation of approved ordinances is due to without funding allocation from the previous years’ annual budget. While the City’s population increases vis-à-vis its development, program and services become wanting for the people especially those who have limited access to the City’s resources. But, by putting budget for these ordinances, the local government will be able to appropriately respond for the needs of the City, as well as for the services and welfare of its people. Therefore Familiaran resolved and duly approved by the city council, to request Mayor Leonardia to allocate funds from the incoming 2012 annual budget of the city,for the unimplemented approved City Ordinances.* Edith B.
