A resolution requesting City Legal Officer Joselito Bayatan to render legal opinion on whether the appointment of Pedrito Esquilla as consultant and head of the Office of Senior CitizensAffairs violates R.A. 9994 and the Department of Interior and Local Government Memorandum Circular No. 2011-88,is being proposed by Councilor Catalino Alisbo.
DILG Memorandum Circular No. 2011-88 is the “Policies and guidelines governing the implementation of R.A. 9994, or the Expanded Senior Citizens Act of 2010.” The resolution said that, as mandated by R.A. 9994, the Federation of Senior Citizens Association of Bacolod City, Inc. had submitted to the Office of the City Mayor the list of three nominees chosen or recommended by the general assembly. It said the three year term of Esquilla as OSCA head was terminated and his three months extension had expired, therefore, he is not entitled to re-appointment to the same office. The resolution said the FSCAB is asking the City Legal Office to render opinion to guide the City Mayor on the appointment of the OSCA head as soon as possible. Meanwhile, a resolution requesting the Office of Department of Social Welfare and Development Secretary Corazon “Dinky” Soliman to favorably respond to the widespread clamor about unfair implementation of the Conditional Cash Transfer for the indigents in the City of Bacolod, was approved by the Bacolod Sangguniang Panlungsod Wednesday. Authored by Councilor El Cid Familiaran, the resolution said that based on information from the Department of Social Services and Development Office, the city has 3,607 CCT beneficiaries in 26 barangays. It said the SP expresses its profound appreciation to the national government for the inclusion of Bacolod City’s indigents in the program. Nevertheless, the SP would like to bring to the attention of the DSWD the issues and concerns confronted by the city’s constituents in the implementation of the CCT’s like many beneficiaries have not availed of the program, among others, it said.
