Bacolod Mayor Evelio Leonardia vetoed City Ordinance 551, for being ultra vires, and in violation of the Implementing Rules of the 1991 Local Government Code, during the regular session of the Bacolod Sangguniang Panlungsod yesterday.
Authored by Councilor Catalino Alisbo, C.O. 551, or an ordinance creating a Medico-Legal and Forensic Laboratory Division in the City Health Office and reassigning a Medical Officer V as the head with the necessary personnel to the same division, was passed by the SP on Aug. 10, 2011. In his letter to the SP and Vice Mayor Jude Thaddeus Sayson dated September 1, Leonardia said there is no position of Medical Officer V in the present staffing pattern of the CHO, and the position, as embodied in the approved index of occupational services by the Department of Budget and Management, was modified to Medical Officer IV. He also said that the proposed ordinance, if approved, would violate the 45 percent general limitation on personnel services as mandated by Article 420 of the Implementing Rules of the Local Government Code of 1991. Meanwhile, the SP passed on second reading yesterday an ordinance providing hospital, accident and life insurance to all barangay officials, tanods, barangay health workers and lupon members. Authored by Councilor Caesar Distrirto, the ordinance provides that the insurance coverage will be on top of the Philhealth insurance that the barangay officials, tanods, health workers and lupon members collectively or individually secure from the Philhealth. It also provides that P1 million will initially be allocated from the general fund of the city for the purpose. The SP also approved yesterday a resolution urging the local chief executive to fully implement the Environment Code of Bacolod City. Authored by Councilor El Cid Familiaran, the resolution said that in order to genuinely address the state of the city’s environment and to confront the real threat and danger brought by climate change, the city has no option but to fully implement the Environment Code of Bacolod City. A resolution requesting the Department of Public Works and Highways, in coordination with the Bacolod City Engineer’s Office and Bacolod Traffic Authority Office/Traffic Management Unit, to install visible reflectors, signages and adequate lighting at the Bacolod flyover and to all public works and road construction projects, authored by Councilor Em Ang, was approved by the SP yesterday.*CGS CHRYSEE SAMILLANO Visayan Daily Star
