Carrying of bottles and glass containers is prohibited among festival goers.
The Bacolod Sangguniang Panlungsod (SP) has approved a resolution requesting Mayor Monico Puentevella to direct Kasadya Bacolod Foundation, Inc . (KBFI), Bacolod City Police Office (BCPO), and City Enforcement Unit to prohibit revelers from carrying bottled liquors or soft drinks and glass in festival sites during the celebration of the MassKara Festival. Authored by Councilor El Cid Familiaran, chairman of SP Committee on Police, Security and Jail Management and Penology, the resolution was passed during the session on Friday. It has been noted that during MassKara, a significant number of revelers are seen carrying or clutching bottles of liquors, beers or soft drinks, or glass containers from one place to another. Carrying or clutching of bottles (whether empty or full), of any kind poses danger to the safety of a great number of people who come during MassKara to enjoy the activities, the resolution further stated. The resolution said that in order to avoid incidents where bad elements might be tempted to use bottles to advance their ill-motives or intention, there is a need for the city to come up with measures that will prevent any possible unlikely scenario. Earlier, BCPO officer-in-charge, Senior Supt. Pedrito Escarilla, said their security plan is all set for the celebration starting October 1 to 19. This was confirmed by Chief Insp. Noel Polines, operations branch head of BCPO, who claimed that augmentation forces from the Regional Public Safety Battalion (RPSB), Negros Occidental Police Provincial Office (NOPPO), Philippine Army and its K9 unit, Philippine Coast Guard, and the BCPO K9-unit will be maximized for deployment to ensure everyone’s safety./WDJ Watchmen Daily Journal September 29, 2014 by WDJ
