A kagawad of Barangay Alijis in Bacolod City has filed an administrative case for grave misconduct against their barangay captain, treasurer and secretary, before the Bacolod Sangguniang Panlungsod.
The complaint filed by Kagawad Elizabeth Katalbas against Barangay Captain Deogracias dela Vega, Brgy. Treasurer Joanna Marie Punay and Brgy. Secretary Analyn Gallo was referred to Councilor Caesar Distrito, chairman of the Committee on Laws, Ordinances and Good Government. Distrito has ordered the respondents to submit their answers, to counter the allegations of Katalbas. Katalbas said she found several irregularities in the proceedings committed by Dela Vega during his previous term of office in 2007-2009 and among these was the endorsement of the supplemental budget for 2009 for approval of the SP of Bacolod City without the signatures of the Sangguniang Barangay members. She said that the excerpts of the minutes of the regular session indicated that Resolution No. 0135-2009 approving the final IRA Supplemental Budget No. 1 amounting to P1,125,157 was passed and approved by Dela Vega and eight SB members. Katalbas said a confirmation of the signatures of the SB members showed that only Dela Vega, Kagawads Joemarie Dunlao, Jerry Ferrer and Samuel Celestial, including Punay and Gallo had signed the resolution. She said the barangay ordinance that was endorsed for approval of the SP of Bacolod City by Dela Vega, and became the basis for the approval of the supplemental budget was defective if not null and void as it does not bear the signatures of all the members of the Brgy. Alijis SB who passed and approved it. The Committee on Laws will hear the case after the respondents have submitted their answers. Meanwhile, an ordinance establishing the Bacolod City Special Children’s Board, was approved on second reading by the Bacolod Sangguniang Panlungsod Wednesday. The ordinance said children with special needs, particularly those born to families of meager income, is a sector of society which does not receive the kind of educational attention they deserve due to financial constraints. It said the city needs to provide facilities such as Day Care Centers for special children, and technically skilled teachers who can comprehensively effectuate the subject of this measure. Based on the report of the division of city schools SPED section, there are only two SPED teachers employed by the City Government of Bacolod, the ordinance said. The hiring of additional SPED teachers and/or trained workers would enhance the capabilities of the city in providing the needed services, it said. The ordinance was authored by Councilor Em Legaspi Ang and co-authored by Councilors Homer Bais, El Cid Familiaran, Sonya Verdeflor and Caesar Distrito.*CGS
