TWO Bacolod councilors filed separate resolutions directed at the Bacolod Traffic Authority headed by Police Chief Inspector Luisito G. Acebuche for the strict enforcement of existing ordinances on traffic to restore order to Bacolod’s chaotic traffic.
Councilor El Cid Familiaran, chair of the Committee on Police, Security and Jail Management, urged the full implementation of the Anti-Jaywalking policy as well as the ordinance regulating the traffic, parking, towing and other transporting or commuting activities in city streets, establishing the route system of public utility vehicles (PUVs) and trucks, and redefining the loading and unloading zones in the City of Bacolod. He noted that jaywalking aggravates the traffic congestion in the city. Under City Ordinance No. 338, Series of 2003, Section XIII, an Anti- Jaywalking Unit was created under the Bacolod Traffic Authority Office Enforcement Unit to apprehend jaywalking violations. Meanwhile, Councilor Catalino Alisbo proposed a resolution requesting Acebuche to enforce and implement City Ordinance No. 53, Series of 1998, entitled “An Ordinance declaring edifices and other structures built on public roads and sidewalks as ‘nuisance per se’ and providing penalties for violations thereof”. In Section 3 of City Ordinance No. 53 Series of 1988, it is prohibited for any person, natural or juridical to establish, erect, build or maintain any edifice and all other structure whether temporary or permanent on any public road within the city. For 23 years, the ordinance had never been fully enforced or implemented. According to Alisbo, there has been a proliferation of illegal edifices and other structures along streets and sidewalks. Acebuche should enforce the ordinance to clear the traffic obstructions along city streets and ensure the safety of pedestrians, Alisbo said. Carla N. Canet Sun Star Bacolod
