A resolution requesting the chairman of the Presidential Commission for the Urban Poor, to issue a public apology to the Sangguniang Panlungsod of Bacolod City and various urban poor organizations, is being proposed by Councilor El Cid Familiaran.
Familiaran said they are requesting Hernani Panganiban for an apology for claiming that “The insertion of the Bacolod Urban Poor Council under City Ordinance 593, series of 2012, is similar to a rider” in legal parlance, and “was perhaps inserted to accommodate the wishes of the pressure group lobbying with the public officer.” Panganiban made the claims in his letter dated July 31 to the SP through Vice Mayor Greg Gasataya and Councilor Alex Paglumotan, regarding the proposed amendment of Section 7.1 of C.O. 593. Panganiban said there are some technical observations that they have noticed such as – while the ordinance created the BUPC, it did not have a provision for the role or function of the council. Familiaran said the statement is unfounded, malicious, a disrespect and direct insult to the SP of Bacolod, the author and co-authors of C.O. 593, and the SP members, the urban poor federations, associations and marginalized fisherfolk federation, including the Urban Poor Desk of the Social Action Center of the Diocese of Bacolod, among others. Calling them “pressure group lobbying with the public officer” is entirely unfair and uncalled for, he said. Such unwelcome statements from the PCUP, its chairman and officer/personnel deserve to be looked into and require appropriate action from the SP as the representative and conscience of the people of Bacolod, Familiaran added.*CGS BY CHRYSEE SAMILLANO THE VISAYAN DAILY STAR
