The resolution authored by Councilor Elcid Familiaran which requests Mayor Evelio Leonardia to consider the availment of a localized community mortgage program (LCMP), was approved by the sangguniang panlungsod during yesterday’s session.
This will be in partnership with the Social Housing Finance Corporation (SHFC), as among the schemes to address the tenurial security of the informal settler families of Bacolod City. Familiaran stated in his resolution that recently, the Sangguniang Panlungsod passed City Ordinance No. 593, Series of 2012, "An Ordinance Establishing a Comprehensive, Sustainable Development Program for Shelter Services & Poverty Alleviation of Informal Settlers in Bacolod City," with the objective of addressing the shelter need of informal settler families of Bacolod City. For such, local law mandates for the City to take an action which would respond to the backlog of the Citys housing needs. Other instituted mechanisms in the ordinance is for the City to have a joint venture undertaking with private businesses, such as to partner with Social Housing Finance Corporation(SHFC) in order for the City to properly address the housing backlog through Localized Community Mortgage Program (LCMP). Therefore the Sangguniang Panlungsod of the the City of Bacolod during yesterday’s session requested Hon. Evelio R. Leonardia to favorably consider for the availment of a Localized Community Mortgage Program (LCMP) in partner with the Social Housing Finance Corporation(SHFC) as among the schemes to address the tenurial security of the informal settler families of Bacolod City.
