Bacolod Mayor Evelio Leonardia yesterday said the existing scholars will continue to avail of the city's scholarship program but an evaluation will be made in whether to accept additional applicants since the budget has to be considered. Leonardia said the present tuition fee charged by the Bacolod City College at P30 per unit is the cheapest college education in the whole Philippines. Iloilo is starting its City College with a tuition fee of P100 per unit, he said, so it clear that the BCC tuition fee is being subsidized by the city. “Effectively we are spending our budget on education,” he added. Leonardia said the scholarship program provides a maximum of P20,000 per semester per student, or about P40,000 a year. If a scholar finishes in four years, the city have spent P160,000 aside from allowances, he said. Because of the policy that scholars should be provided allowances, their number has reduced, he added. Meanwhile, Bacolod City Public Employment Services Office head Moises de la Cruz expressed his concern on the possibility of increased tuition fees this coming school opening, in the face of the rising cost of fuel and commodities,a prèss release from City Hall said. ;Councilors El Cid Familiaran, Caesar Distrito Mona Dia Jardin, Liga ng mga Barangay president, have proposed an ordinance implementing Sections 393 and 434 of the Local Government Code granting school privileges for legitimate dependents of punong barangays, Barangay Sanggunian members, barangay treasurer, barangay secretary and Sanggunian Kabataan officials.
