An ordinance establishing the responsibility of dog-owners, and requiring them to install enclosures/fenced-in yard or dog house for their pet dogs is being proposed by Councilor El Cid Familiaran.
The proposed ordinance, co-authored by Councilors Roberto Rojas and Mona Dia Jardin, said rabies, an infectious and viral disease, which is considered among the dangers and hazards in raising dogs, continue to threaten the health of the populace. Despite national and local programs that aim to eradicate rabies, and the damage it creates, rabies remains as among the major menace to health considered by Health Department, it said. Violators of the ordinance will be issued a warning and a citation ticket for the first offense, a fine of P300 for the second offense, P600 for the third offense, P1,500 for the fourth offense, P2,000 and community service of three days in the barangay where he resides, for the fifth offense, and a fine of P3,000 for the sixth and final offense and the pet owner will no longer be allowed to own a dog.
