An ordinance penalizing any person who will cross or breach a police line cordon at any crime scene in Bacolod City, was passed by the Bacolod Sangguniang Panlungsod on first reading Wednesday.
Authored by Councilor El Cid Familiaran, chairman of the SP Committee on Police and Security, the ordinance provides a fine of 3,000 or an imprisonment of 15 days or both, at the discretion of the Court, for those who violate the law. It said the hostage-taking incident in Manila on August 2010 that claimed many lives and injured several others persons, shocked the country and damaged international relation with China, a serious reminder of how inept and ill-equipped the concerned law enforcement agencies are in responding to crisis situation. It said the breach of the “police line” that was seen on television was a clear indictment of the inability and ineptness of agencies concerned to impose discipline and maintain law and order in times of crisis, such as the hostage taking in Manila, so to avoid such incidence in the future, there is a need for the SP to pass a measure that will prohibit onlookers while the incident is being investigated by the police. The SP also approved a resolution declaring the observance of the third week of October as Meat Safety Consciousness Week and enjoining all agencies for support and participation, authored by Councilor Caesar Distrito. It also approved a resolution expressing a deep sense of gratitude to Senator Jinggoy Estrada and A Teacher Partylist Rep. Mariano Piamonte Jr. for their valuable financial support in the construction of school buildings for Sum-ag National High School in Brgy. Sum-ag, Bacolod City.
