An ordinance establishing the “MassKara City” in Bacolod and appropriating funds for its implementation, was approved by the Bacolod Sangguniang Panlungsod on third and final reading yesterday.
Authored by Councilor Sonya Verdeflor, the ordinance said the City of Bacolod is known worldwide for its MassKara Festival celebrated every October of each year with many tourism-enhancing activities and events lined up to showcase the city’s artistic and cultural potentials. Since the time the MassKara Festival was conceptualized and celebrated in the 1980’s, the ingenuity and artistic abilities of the Bacoleños have emerged, showcasing various colorful and extra-ordinary designs of MassKara costumes and masks depicting the City’s rich cultural heritage, it said. Every MassKara Festival celebration, the city government of Bacolod and its component barangays, in coordination with the private and business sectors, prepare and line up various world-class events and activities that had become its major tourism industry. Its history should be captured in a venue that will become a landmark tourism destination of the City of Bacolod, the ordinance added . Meanwhile, the SP also approved on first reading yesterday an ordinance requiring Central Negros Electric Cooperative, Philippine Long Distance Telephone Co, and all other power and communication utilities or similar facilities to have joint poles for their cables and electrical lines. Authored by Councilor El Cid Familiaran, the ordinance said it is very apparent that poles along city roads have not been installed properly at their proper location. These unaligned poles are usually installed by CENECO or other power and communication utilities in one place or corner, ranging from three to six or seven posts, which cause disorderliness along the city’s streets or roads, it said. This hampers the façade and view of the buildings and destroys the city’s aesthetic environment, the ordinance said.
