The Bacolod Sangguniang Panlungsod approved Wednesday an ordinance providing free tuition and matriculation for the children of barangay day care workers, barangay health workers, barangay nutrition scholars, child development workers and barangay tanods enrolled at the Bacolod City College.
The ordinance was authored by Councilor El Cid Familiaran and co-authored by Councilor Claudio Puentevella. Familiaran said he believes that higher education should be made equally accessible to all by progressive introduction of free education. He said that there is a need to provide opportunities for the legitimate children of barangay volunteers and frontline service providers to recognize their dedication for work and voluntary effort. Meanwhile, an ordinance entitled “An ordinance renaming Libertad Extension as Vicente Remitio Avenue”, was also authored by Familiaran and co-authored by Councilor Archie Baribar. The ordinance is in honor of the late Vicente T. Remitio, former Mayor of Bacolod City, a tireless civic leader, a religious and brilliant lawyer, who finished his tertiary and post-graduate studies as a working student and scholar, a student leader, debater and gold medalist orator. The ordinance said Remitio is a recipient of 30 distinctions and honors, including an Honorary Degree of Doctor of Laws and Honoris Causa conferred by his alma matter, the Central Philippine University in Iloilo City, and the Ang Banwahanon Award for public service. He helped organized the YMCA, Negros Press Club, and the planned Parenthood Movement of Negros Occidental, it said. Remitio won as number one councilor of Bacolod City in 1946 and was consequently appointed by President Manuel Roxas as Mayor of the City of Bacolod, the ordinance said. During his administration (November 25, 1946-October 3, 1948)Remitio established the Bacolod City High School; the Burgos and Libertad markets and the Bacolod City Slaughterhouse, which until now continue to serve the people of Bacolod, it added. The proposed ordinance covers the area from Libertad Extension St. starting at the junction of Police Station 6 in Barangay Taculing to the rotonda at the junction of Murcia-Mansilingan Road, Barangay Mansilingan.*CGS THE VISAYAN DAILY STAR
