Members of Sangguniang Panlungsod of Bacolod city have approved the resolution authored by Councilor El Cid Familiaran during the mid-week session, requesting Mayor Evelio Leonardia to fully implement the Bacolod Environment Code.
Familiaran said, one of the few laudable legislations which was approved by the Sangguniang Panlungsod and, until now remains to be valid and considered to put order in the City’s environment and sanitation had it was given seriousness, fully implemented and enforced by the executive arm of the City, is the Environment Code of Bacolod City passed by the Honorable, August Body in 2002. He also said, “if one will just scan this noble document, he/she will find out that this piece of legislation is so complete that encompasses and touches all concerns on environment, be it land, water and air. Also, it is noticed that all national and local environmental laws, including previous issued Presidential Proclamations and decrees and Rules & Regulations were likewise codified into one with this Code.” Records show the following ordinances under this Code, wanting and now reiterating request to the Executive Office for implementation: a. Environmental concerns involving lands: 1. City Ordinance (C.O.) No. 105, passed last June 22, 1982, “An Ordinance Prohibiting the Throwing and/or Scattering of Dirts, Papers, Refuse and/or Other Materials Considered as Waste in Public Streets, Sidewalks, Public Streets, Sidewalks, Public Parks or Public Edifices,” 2. C. O. # 250 passed last Feb. 24, 2000, “An Ordinance establishing an effective system of garbage disposal and ecological waste management in the City of Bacolod,” 3. C. O. # 251 passed last March 23, 2000, “An ordinance requiring owners/drivers of public utility vehicles plying in Bacolod City to install a thrash/liter receptacles with lid in a conspicuous area inside the vehicle and imposing penalties for violations thereof,” 4. C.O. # 256 passed last August 8, 2000, “An ordinance establishing a zero waste zone in the City of Bacolod and providing penalties for violations thereof,” and 5. C.O. # 310 passed last October 15, 2002, “Revised Ecological solid waste management ordinance of Bacolod City.” b. Environmental concerns involving air 1. C.O. # 84 passed last January 22, 1993, “No Smoking Ordinance,” 2. C.O. # 90 passed last June 8, 1993, “An ordinance preventing, controlling, abating, and regulating air pollution from motor vehicles plying the City streets, and prescribing penalties for violation thereof,” and 3. C.O. 172 passed last November 14, 1996, “An ordinance regulating smoking in public places and imposing a penalty for violation thereof.” c. Environmental concerns involving water 1. The City shall observe chapter IV of the Environment Code or CO 313, SERIES OF 2002. d.Environmental concerns involving noise 1. C.O. # 356 passed last January 15, 2004, An Ordinance Regulating Noise Pollution in the City of Bacolod To genuinely address the state of the City’s environment and for it to confront the real threat & danger brought by climatic change, the City has no option but to fully implement the Environment Code of Bacolod City, Familiaran emphasized.* Edith B.
