The Bacolod Sangguniang Panlungsod (SP) has deferred action on the resignation of Councilor El Cid Familiaran from the People’s Law Enforcement Board (PLEB) pending further discussion on the matter. In a letter dated August 7, 2015, Familiaran informed the SP that he is not only resigning as chairman but as member of the PLEB as well. The councilor said he filed his resignation because he believes that he is “overworked.” Aside from being the PLEB chairman, Familiaran also chairs the SP Committee on Urban Poor, Housing and Resettlement, and Committee on Police, Security and Jail Management. There are “pressing issues” in my committees that need more attention, Familiaran claimed. Bacolod Councilor El Cid Familiaran submitted to the Bacolod Sangguniang Panlungsod his resignation as chairman of the People's Law Enforcement Board that will take effect on August 16. However, the SP deferred action on the matter as there is no one to replace him at the moment. In his letter to the SP dated August 7, Familiaran said the reason for his resignation is “recent pressing responsibilities that need more attention.” Familiaran thanked the members of the SP for designating him as “member” of the PLEB by virtue of Resolution No. 08-14-95, series of 2014, where he subsequently acted as chairman, and enabled him to gain relative insights and appreciate the dynamic relations among the people and our law enforcers (police) as the city face everyday challenges, he said. Meanwhile, Familiaran, who ran as an independent candidate under the Magnificent Seven led by former Vice Mayor Renecito Novero, said the group no longer exists. He said Novero has no plans to return to politics while two other members of the group, Robert Francis Coscolluela and Hermilo Lizares are no longer running. Familiaran, who won as number one councilor, said other members of the Magnificent Seven who also got elected like Councilor Sonya Verdeflor and Archie Baribar, forged an alliance with the group of Mayor Monico Puentevella. There is a possibility that they will part ways in the coming election, he said. But Novero believes that the Magnificent 7 will remain although it will no longer be composed of seven candidates. BACOLOD City – The Bacolod Housing Authority (BHA) is facilitating the needs of at least 100 residents in Barangay 41 who will be moved to the Arao relocation site in Barangay Vista Alegre here. BHA head Josephine Segundino said they have been working with the Bacolod City Water District (Baciwa) and the Central Negros Electric Cooperative (Ceneco) to install power and water lines in the relocation site. “It is not only an overnight work to put up the basic needs like water and electricity in the area,” she said. “Millions of pesos are needed for electrical and water installation.” Segundino said Baciwa general manager Juliana Carbon and Ceneco general manager Chuchie Destriza already know about these issues in the city’s relocation site. Councilor El Cid Familiaran, chairman of the committee on urban poor, housing and resettlement, recently received a letter from the residents of Barangay 41 who will be affected by the township project of a property developer. In their letter, the residents said they will not move to the relocation site until the city government has installed electricity, streetlights and water pumps in the area. Mayor Monico Punetevella said he will meet with the Baciwa Board today to discuss the problem of the residents. He is confident that Cenco will cooperate because the city government has paid its monthly electrical bills. The residents have requested for the installation of street lights and water pumps before they are relocated to the Arao Relocation Site, Familiaran said. This is a requirement under Republic Act 7275, or the Urban Development Housing Act, before the eviction of informal settlers, he said. Familiaran said the Central Negros Electric Cooperative has estimated that the installation of electricity at the Arao Property will cost the city between P1.3 million to P1.5 million. This will undergo a bidding process with the General Services Office. But they are still looking for funds to address this problem, he said. They are also waiting for Ceneco to submit the Bill of Materials to the Bacolod Housing Authority, he added. The residents are also requesting for a joint ocular inspection by the City Engineer’s Office and City Environment and Natural Resources Office, through the Department of Environment and Natural Resources, to identify the boundaries because of an easement near the river, Familiaran said. Familiaran said each of the families received from the Aranetas P10,000 financial assistance for their relocation./PN by Mae Singuay An inmate stabbed his cellmate at the Metro Bacolod District Jail Special Intensive Care Area at Magsaysay Avenue in Bacolod, at about 1:25 a.m. yesterday, Chief Insp. Larry Fuentes, jail warden of MBDJ with SICA, said. Jared Banay, 34, of Barangay Magsungay in Bacolod, was wounded in his neck and was brought to the Corazon Locsin Montelibano Memorial Regional Hospital, Fuentes said. Investigation showed that Banay was sleeping when he was stabbed by Harry Articuna, 33, of Barangay 10 in Bacolod, with an improvised bladed weapon made of tiny steel, allegedly over a misunderstanding, Fuentes said. Banay is now in stable condition and has been released from the hospital, Fuentes also said. Articuna has been detained since 2012 for the crime of theft, while Banay, who was endorsed to the jail on August 1, 2014, has a pending case for robbery. Fuentes said Articuna is now under restriction and in a separate cell. In June, two stabbing incidents took place at the MBDJ with SICA in a week. With this regard, Fuentes said he is pushing for the passing of a proposed ordinance prohibiting the smuggling and sneaking-in of contrabands in all detention cells, jails, correctionals, reformatory centers, and in all similar institutions in Bacolod. Under the proposed ordinance authored by Bacolod Councilor El Cid Familiaran, chairman of the Sangguniang Panlungsod Committee on Police, Security and Jail Management, fines and penalties will be imposed on violators, Fuentes said. Visitors or inmates who sneak in or smuggle nuisance contrabands will be fined from P1,000 to P3,000, and meted imprisonment of one month to six months, depending on their offenses, at the discretion of the Court, Fuentes said. The proposed ordinance will be a big help for personnel of facilities such as the MBDJ, Fuentes said. “Before, we only reprimanded violators and cancelled their privileges like visitation, but there will be penalties once the ordinance is approved,” Fuentes said.*SGG BY SHIELA GELERA |
